2. Present state in Finland
What stage have you reached in developing your CEA methodology?
We have long tradition in water management at local and project level to assess costs and effects of different water protection measures.
BAT, polluter pays principle incl. compensations to water area owners.
Although general information is available, development of CEA methodology to WFD purposes (River Basin perspective) is at beginning.
Economic analyses in National Guidelines of Water Protection to the year 2015 is basis for future CEA assessment.

3. If you have developed a methodology please describe it shortly
We have quite a good knowledge about the costs of different water protection measures (agriculture, waste water treatment, forestry and industry).
If you don’t have one please explain why (lack of data, experts, time,...) and what your planned next steps are
Next step is to combine sector based measures and create comprehensive and practical implementation tool, so we need experiences from other MS.
National RMBP guidance project will harmonize Program of Measures in different River Basins incl. CEA.

4. Did you already test your methodology on CEA?
Almost all of Finland's major rivers and 30 % of our lake area have been harnessed to generate hydropower, with dams controlling their flow and water levels.
One case study 2005 in river system, where hydropower is the main pressure.
If yes, at what level (national level district level, water body level) and with what kind of stakeholder involvement?
Water body level.
If not, are you planning on testing it and if so, over what timescale?
Preliminary RBMP will be tested in two small river systems 2006.
To what extent will you have completed work on a CEA methodology for use in the first RMBP?
This issue is still open.
Have you planned to refine your methodology and when?
Process will be refined during second planning period.
