Action Plan on the 2030 Agenda for Sustainable Development of the Agriculture and Rural Development Sector

2. Introduction
The Agenda 2030 for Sustainable Development had been approved by UN Congress since September 25th, 2015.
The Agenda has introduced the vision for 15 year period with the orientations for implementation, global partnerships and following up actions. Participating nations take their sovereignty to ensure the introduction and implementation of the Agenda at national level.
The Agenda has a broad, comprehensive range of policies, serving the interest of people through the world, for the current and future generations. The Agenda has introduced a new strategic vision, reflecting the will of the whole world population to live in a peaceful, safe and equitable environment, creating a new framework and orientations for all nations to refer in responding to economic, social and environmental challenges.

3. National action plan
The National Actions Plan on implementing the 2030 Agenda for Sustainable Development has been approved by the Prime Minister (Decision 622/QĐ-TTg, issued on 10/5/2017);
Key tasks of MARD:
Responsible for leading : 8/17 goals; 19/115 targets; 103/646 tasks (16%);
Cooperating in implementation of 14/17 goals; 47/115 targets; 255/646 tasks(40%);

4. MARD action plan
Approved by Decision No / QD-BNN-KH dated 13th April 2018;
The goal is to successfully implement the target of sustainable development of the agriculture and rural development sector in the National Action Plan; rational use of natural resources; Developing agriculture and rural areas to adapt to climate change; to achieve sustainable economic, social and environmental sustainability, contributing to meet the need of present generation without compromising the ability of future generations
16 agencies in MARD assigned to perform 135 tasks;

5. MARD SDG Goals Goal 1: End all forms of poverty everywhere
Goal 2: Eliminate hunger, ensure food security, improve nutrition and promote sustainable agricultural development
Goal 6: Ensure availability and sustainable management of water and sanitation for all
Goal 11: Promote sustainable, resilient urban and rural development; ensure safe living and working environments; ensure a reasonable distribution of population and workforce by region

6. MARD SDG Goals Goal 12: Ensure sustainable production and consumption
Goal 13: Respond in a timely and effective manner to climate change and natural disasters
Goal 14: Sustainably conserve and utilize the ocean, the sea and marine resources for sustainable development
Goal 15: Sustainably protect and develop forests; conserve biodiversity; develop eco-system services; combat desertification; prevent the degradation of and rehabilitate soil resources

7. Solutions to implement action plan
Improving the mechanism and policies towards revising, amending and newly formulating legal documents to ensure a sufficient legal framework for the implementation of the sustainable development goals in the field of agriculture and rural development; Integrating sustainable development goals into formulating sectoral strategies, policies, master plans and plans of the sector;
Promoting comunication activities to raise the awareness of the whole society about the sustainable development goals of Vietnam and the goals of agriculture and rural development sector in particular; Appealing the participation of farmers, business community, socio-political organizations, industry associations, non-governmental organizations to implement the Ministry's action plan;

8. Assignment of responsibilities
1. Department of Planning:
Summing up proposals of MARD’s Agencies, submitting to the Ministry for promulgation a list of tasks for sustainable development.
Review, synthesize and integrate resources to implement the action plan.
Establishes a monitoring and evaluation system for the implementation results of the Action Plan; synthesis, report and submit them to MARD, the Ministry of Planning and Investment and the Prime Minister according to regulations.
