4 1.Simplifying it based on the local context (e.g social Inclusion and Human Development, Inclusive Economic Development, NRM and Ecological Development, Good governance and Inclusive Partnership, Human Rights and Development) 2.Ownership (e.g. having a separate document like CMDG or integration into country policies such as NSDP, IP3, green growth policy, program/project of each organization, etc) Localization of the Agenda

5 Policies dialogues: at both national and sub-national level, e.g. a policy and regulation that enables CSOs to fulfill its potentials as a development partner; Inclusive Partnership: triangle partnership with government, civil society, private sector and development partners should be developed. This can be adapting tools/system for promoting the transparency and accountability (e.g. Open Government Partnership –OGP); People-Center-and Planet Sensitive Approaches: (CSR, ISAF, Right Based Approach, ESIA …) A strong Accountability Mechanism (next slide) Means of Implementation

6 A strong accountability mechanism: Some suggestions: A joint M&E committee (government, assembly, CSOs, and private sector); Join Monitoring Indicators (JMI) and joint country report –periodically (e.g every 3 or 5 years) People led monitoring and evaluation at both national and sub-national level which can be documented performance against each goal; Monitoring on national budget, management of other national revenue; Data management at all levels Monitoring and Evaluation

7 Fostering the effective implementation of anti-corruption law/policy at all level ODA still playing big role in Cambodia as it is in transitioning from LDC and MIC Foreign Direct Investment (FDIs) Cooperation Taxation Establishing national trust funds – government budget and contribution from business sector (CSR) Financing for Development

8 Genuine and inclusive partnership between CSOs and Government, and triangle partnership Cambodian’s Finance and revenues management Good governance and free corruption Independence of Judicial system Genuine engagement with citizens in development process. Pre requisites
