“The police and local council are dealing with the ASB and crime issues that matter in this area” The Latest British Crime Survey Results have been released for the 12 months to 30th September 2008, 53.2% of respondents in Devon & Cornwall agree that the police and local council are dealing with the ASB and crime issues that matter in this area. National ranking is as per the performance measured by the quarterly British Crime Survey. Monitoring of this target is by use of the Public surveys carried out by the Consultation Unit of Devon & Cornwall Constabulary.

11 User Satisfaction: Overall Satisfaction
(Burglary, RTCs,Vehicle and Violent Crime) 12 Months to February 2009 Three-year Target: To be one of the 10 Forces nationally with the highest percentage of victims who are satisfied with the overall service provided by the police (Currently 13th) One-year Milestone Target: To exceed 86% of victims who are satisfied with the overall service provided by the police Cornwall & IOS BCU: 83.5% Plymouth BCU: 84.0% Devon BCU: 82.8% FORCE: 83.4% This slide shows the trend throughout 2007/08 and 08/09 in overall satisfaction at Force level. Improving Force trend All three BCUs have seen an improving trend in overall satisfaction levels. CIOS and Devon BCUs have seen a steady upward trend for the last three to four months with Plymouth seeing an improvement in February. Monthly satisfaction figures have fluctuated throughout 2008/09. Percentage levels have exceeded the corresponding months in 2007/08 on only 4 occasions. Monthly levels have been improving since October 2008 with February 2009 seeing the highest satisfaction level (87.8%) for 2008/09. All three BCUs have also seen monthly fluctuations. CIOS has improved on 2007/08 on 6 occasions with levels in the last two months at their highest and stable (89%). Plymouth BCU has exceeded 2007/08 levels on 5 occasions with its highest overall satisfaction in February 2009 (91.2%) since May 2008. Devon BCU improved on the position in 2007/08 on 7 occasions, peaking at 91% in December Whilst levels have exceeded 2007/08 in the last three months, they are falling.

User Satisfaction (Burglary, RTCs,Vehicle and Violent Crime) 12 Months to February 2009 This slide displays the satisfaction rates at BCU and LPA level for the main drivers of satisfaction as well as Whole Experience (All are calculated by taking the average of the Satisfaction levels for victims of Burglary, RTC, Vehicle and Violent Crime). Those cells highlighted in red indicate those areas where the satisfaction rates are lower than the tolerance level. Green cells indicate where satisfaction rates are higher than the attainment level. Note that the Satisfaction Levels for Plymouth cannot be calculated by LPA as RTCs are all recorded as Plymouth West & Devonport and therefore would skew the data. Three LPAs (Mid Cornwall LPA, Teignbridge LPA and East & Mid Devon LPA) now have Satisfaction Levels with regard to Ease of Contact in excess of the target Attainment Level. Torbay LPA and Exeter LPA have lower Satisfaction Levels regarding the Follow Up (65.9% and 63.1% respectively) than other LPAs and below the Target Attainment Level and each have decreased by at least 2.0%pts. Force trends (rolling 12 months) in all five categories is upwards. Within CIOS, the BCU has seen an improving trend in all five categories with all three LPAs seeing a stable or improving position. In Plymouth, the BCU has seen a upward trend in all categories except Treatment, which has seen a steady fall since August 2008. Devon BCU has seen an improvement in all five categories. LPAs have a stable or upward trend in all categories with the exception of South Hams & West Devon for Ease of Contact, Northern Devon which saw levels in Action Taken, Follow Up and Overall satisfaction all drop in February and Exeter LPA for Treatment and Overall Satisfaction (February fall having been stable). Figures relate to the Average of the Satisfaction Levels for Burglary Victims, Victims of Vehicle Crime, Violent Crime and those reporting RTCs.

13 User Satisfaction: Overall Satisfaction
(Burglary, RTCs,Vehicle and Violent Crime) 12 Months to February 2009 Satisfaction Levels of Victims of RTCs and of Violent Crime have shown small increases in February. Satisfaction Levels for Victims of Vehicle Crime have remained stable. Satisfaction Levels for those reporting Burglaries have seen a slight decrease in February but remains above the Force target. 86% This slide shows the trend throughout 2007/08 and 08/09 in overall satisfaction at Force level by crime type. Burglary remains the only crime type above the force target of 86% (currently 89.1%). In terms of the other three categories, whilst the trends are improving or stable, RTC satisfaction appears to be the only one that may achieve the force target by the year end. CIOS has an improving trend in Vehicle and Violent crime satisfaction, a stable trend in Burglary but a downward trend in RTCs. Plymouth BCU has had a recently improving trend in RTC satisfaction levels, a stable trend in Burglary and Violent crime but a downward trend recently in vehicle crime. Devon BCU has seen an improving trend in RTCs and Violent crime, a stable trend in Vehicle crime and a fluctuating trend in Burglary satisfaction levels.

14 User Satisfaction: Ease of Contact
(Burglary, RTCs,Vehicle and Violent Crime) 12 Months to February 2009 Three-year Target: To be one of the 10 Forces nationally with the highest percentage of victims who are satisfied with the ease of contacting someone who could assist (Currently 30th) One-year Milestone Target: To exceed 94% of victims who are satisfied with the ease of contacting someone who could assist Cornwall & IOS BCU: 93.2% Plymouth BCU: 91.3% Devon BCU: 93.3% FORCE: 92.6% This slide shows the trend throughout 2007/08 and 08/09 in Ease of Contact at Force level. Improving trend since 12 months to November 09. 93% highest level achieved.

15 User Satisfaction (Racist Incidents) 12 Months to February 2009
Three-year Target: To be one of the 10 Forces nationally with the highest percentage of victims of racist incidents satisfied with the overall service provided by the police (Currently 9th) One-year Milestone Target: To exceed 86% of victims of racist incidents who are satisfied with the overall service provided by the police Cornwall & IOS: 78.9% Plymouth: 78.0% Devon: 76.9% FORCE: 77.4% This slide shows the trend in overall satisfaction of Victims of Racist Incidents at Force level throughout 2007/08 and 08/09. Cornwall & the Isles of Scilly BCU had a relatively stable trend regarding the Overall Satisfaction Level of Victims of Racist Incidents but has seen a sharp fall in the 12 month period to February 2009 (down 7% pts) to 81.5%, its lowest level for 16 periods. The Satisfaction Level in Plymouth BCU has seen a slight downturn since December 2008 (down 3% pts) to 78%, having previously experienced a steady improvement. Devon BCU is the only one to have experienced an upturn in the Satisfaction Level of Victims of Racist Incidents - from 76.3% in the 12 months to December 2008 to 78.4% in the 12 months to February This follows a significant decrease since the 12 months to June 2008.

16 User Satisfaction (Racist Incidents) 12 Months to February 2009
This slide displays the satisfaction rates at BCU and LPA level for the main drivers of satisfaction as well as Whole Experience for victims of Racist Incidents. Those cells highlighted in red indicate those areas where the satisfaction rates are more than 2%pts lower than the set Attainment Levels. Green cells indicate where satisfaction levels have met or exceeded the set Attainment Levels. Overall satisfaction levels for victims of Racist Incidents are lower than the Attainment Levels in all LPAs except Torbay and Teignbridge within Devon BCU. They are significantly lower in Exeter LPA, East & Mid Devon LPA, Mid Cornwall and South & Central LPA. South Hams & West Devon and Torbay LPA have exceeded target levels in all four satisfaction categories whilst Mid Cornwall has not met Attainment Levels across all of the categories. Force trends (rolling 12 months) in the five categories is mixed. Overall satisfaction is decreasing, Ease of Contact was improving until the 12 months to February where a slight downturn has occurred, Action Taken has fluctuated throughout although here again a recent downward trend is evident, whilst Follow Up and Treatment have remained stable. Within CIOS, all five categories have seen a decreasing trend in the 12 months to February when compared to January Prior to this, all categories were seeing improvements. In Plymouth BCU, there has been an improving trend in Ease of Contact and relatively stable satisfaction levels in Follow Up and Treatment. However, Action Taken and Overall Satisfaction have both seen recent downturns. Devon BCU has seen a recent improvement in Overall Satisfaction levels, following a fairly significant fall between the 12 months to June 2008 and 12 months to December The other four categories all have a relatively stable trend.
