Legislature – Lawmaking body Judicial Branch – Branch of Government that interprets the laws Legislative Branch – Branch of Government that makes the laws. Executive Branch – Branch of Government that enforces the law.

at the Constitutional Convention of 1787 as the states tried to establish a new government for the United States. Three Disagreements

Three Disagreements Problem Solution 1. Big states and small states didn’t agree about representaion. Big states supported the Virginia Plan and representation based on population. The small states supported the New Jersey Plan and equal representation for every state. The Great Compromise Or The Connecticut Plan

Virginia Plan Proposed by James Madison It called for three branches of government: legislative, judicial, and executive. Legislative Branch would be divided into two houses. Each state’s representation (votes) would be BASED ON POPULATION. The “big states” were in favor of this plan because they got more votes.

New Jersey Plan Proposed by WilliamPatterson It called for three branches of government: legislative, executive, and judicial. It called for a unicameral legislature where each state had EQUAL Representation. It was popular with the smaller states because it gave all states equal votes.

The Great Compromise Proposed by Roger Sherman The Connecticut Plan It called for three branches of government. The Legislative Branch would have a bicameral legislature with a Senate and a House of Representatives. In the Senate, all votes would be based on equal representation. In the House of Representatives, votes would be based on population.

8 Three Disagreements Problem Solution 2. Slave Population – Southerners wanted to count slaves as part of their population to give them more votes in the House of Representatives.Northerners said that because slaves were considered property not people, they should not be considered when deciding how many seats in the House of Representatives the Southern states received. Northern and Southern states agreed that for every five slaves, three would be counted towards representation. Therefore, 3/5ths of the South’s slave population would be counted towards the seats in the House of Representatives.

9 What is the Electoral College?
Three Disagreements Problem Solution 3. Some delegates wanted Congress to choose the President, and others wanted the president to be elected. The delegates compromised and established the Electoral College. What is the Electoral College? It is a group of people named by each state legislature to elect the president. The voters in each state choose electors and the electors cast votes for the president and the vice president.
