2 Purpose To inform the JDDC on the conduct and findings of the JP 4-08 special study.

JP 3-16, Multinational Operations JP 3-34, Joint Engineering Operations JP 3-35, Deployment and Redeployment Operations JP 4-0, Joint Logistics JP 4-02, Joint Health Services JP 4-06, Mortuary Affairs JP 4-09, Distribution Operations JP 4-10, Operational Contract Support JP 4-08 was compared to JP 4-0 page by page, and to JPs 3-34, 3-35, 4-02, 4-06, 4-09, and 4-10 to identify issues related to the three topics listed in the methodology. These JPs were selected as a result of JELINT search and were specifically identified in a “JP 4-08 Transition to Cancellation Plan” developed JDD that recommended cancelling JP 4-08. JP 3-34, Joint Engineering Operations. The engineering specific information currently in JP 4-08 has some redundancies with other JPs. The analysis team has identified three paragraphs in JP 4-08 to retain as an introduction to engineering as a core logistics function/MNL capability. JP 3-35, Deployment and Redeployment Operations. JP 4-08 has some topics also included in JP 3-35, but there are unique MNL topics that provide context concerning the core capability of deployment and distribution. Paragraphs 2 (a) and (b) have more similarities with the deployment and distribution section of JP 4-0, but the information is not verbatim. JP 4-08 also includes a discussion of movement control not captured in JP 4-0, but it is in JP 4-09 (discussed in 2A.(6) below). Based on a comparison of the applicable text in both pubs, the JDAD analysis team concluded that moving any JP 4-08 information to JP 3-35 would not significantly enhance JP 3-35. JP 4-0 and JP 4-08 were compared side-by-side and page-by-page to review subject matter, content, and specific context. While there are redundant topics, a significant amount of the content is not. One such example is the principles of logistics compared to the principles of MNL. There are thirteen principles of MNL and seven principles of logistics with only two common to both, flexibility and simplicity. Additionally, in some instances where there is a redundant topic, there is also specific MNL content that is unique and only in JP This was evident in a direct comparison of the JP 4-0 core logistics functions and the JP 4-08 MNL capabilities. For these first two instances, the text from JP 4-08 should be considered to be retained in some manner. Finally, there are topics that are redundant both in topic and content, such as the logistics imperatives, which are listed and described almost identically in JP 4-0 and JP There is no need to retain such text from JP 4-08. JP 4-02, Joint Health Services. The health support content in JP 4-08 is an overview mentioned in the core MNL capabilities. Most of the information on the responsibilities of the joint force surgeon is already captured in JP There is an opening paragraph of key multinational information with a subparagraph concerning medical restrictions on the provision of medical support to other nations and the use of foreign medical support by US forces. This text could be used to introduce joint health services with references for more detailed information to JP 4-02 and AJP-4.10. JP 4-06, Mortuary Affairs. Mortuary affairs information in JP 4-08 is located in a paragraph in the logistics services section of the core MNL capabilities, Appendix A, “Commander’s Checklist for Logistics Support of Multinational Operations,” and Appendix B, “Alternate Formats for Logistics Annex to Multinational Operations Plan.” The information on mortuary affairs for multinational operations in JP 4-06 is sufficient so moving content from JP 4-08 to JP 4-06 is unnecessary. JP 4-09, Distribution Operations. The majority of distribution information is in the movement control subparagraph of the deployment and distribution paragraph located in the core MNL capabilities chapter of JP The preponderance of the information in the movement control paragraph has a MNL focus. However, JP 4-09 already has an extensive discussion on movement control that includes multinational arrangements for movement control and distribution. Transfer of additional JP 4-08 information is not necessary. JP 4-10, Operational Contract Support. The paragraph in the core MNL capabilities chapter of JP 4-08 only superficially covers the main points of operational contract support (OCS.) It is not similar to the discussion of OCS in JP 4-0 and is focused on OCS issues during multinational operations. Additionally, appendix D, “United States Contracting Considerations in Multinational Operations” is unique and informative and would provide value-added information to JP 4-10. AJP-3.12, Allied Joint Doctrine for Military Engineering. There are no significantly redundancies between JP 4-08 and AJP-3.12; however, there are inaccuracies. For example, JP 4-08, Chapter 2, paragraph 6 b states “in NATO doctrine, an engineer coordination cell provides support to the force engineer.” However, there is no mention of such a cell in AJP Additionally, AJP-3.12 will be going through a significant revision during the next year so any specific discussion of NATO engineering doctrine should be harmonized with the next edition of AJP-3.12. AJP-4, Allied Joint Doctrine for Logistics. There are few redundancies between JP 4-08 and AJP-4. Examples of redundancies are MNL capabilities, principles, and imperatives. There are also some redundancies in planning, execution, and command and control; however, JP 4-08 focuses MNL from a US perspective. It also captures special considerations and complications in executing operations in a MNL environment. AJP-4 differs more on the NATO Logistic Support Concept and detailed methods of implementation. It also articulates roles and responsibilities for coalition nations' contributions and more detailed planning that includes reporting, financing, lead nation role, roles of specialist nations, and third party logistics. AJP-4.9, Allied Joint Doctrine for Multinational Logistics Support. There are no redundancies between JP 4-08 and AJP JP 4-08 highlights similar information concerning several NATO specific MNL issues concerning topics such as lead nation for logistics, contractor support, and MNL organizations. AJP-4.12, Allied Joint Doctrine for Medical Support. There is one significant redundancy between JP 4-08 and AJP-4.10, which is information on the medical coordination cell (MEDCC). Paragraph 5.a.(4) and associated subparagraphs are virtually identical to AJP-4.10 paragraph only in a slightly different order and organization. Most of the information in AJP-4.10 is related more to JP Since the information is identical, the MEDCC could be briefly mentioned in a health services section with a reference to AJP-4.10 for details. The alternative would be to retain the MEDCC information and eliminate the reference because there is nothing additional about the MEDCC in AJP-4.10 in comparison with JP 4-08.
