2 The Children’s Services Authority (CSA) has a duty:
To promote co-operation with partners to improve the well being of children and young people To safeguard children and promote their welfare To reduce the number of children at risk of poor outcomes To share information and implement the Common Assessment Framework (CAF)

5 Implementing the Children Act 2004.
The Children and Young People’s Plan 2006 Information Sharing and Assessment Strategy The Participation Strategy Joint Commissioning – Children’s Fund, DAATS, Children’s Trust etc. CHILDREN AND YOUNG PEOPLE’S PLAN WILL SET THE DIRECTION AND PRIORITIES FOR DELIVERING SERVICES FOR ALL AGENCIES WORKING WITH CHILDREN ISA IS THE MECHANISM FOR ENSURING THAT CHILDREN AND YOUNG PEOPLE DO NOT GET LOST, AND THAT THOSE WHO HAVE ADDITIONAL NEEDS ARE IDENTIFIED AT THE EARLIEST POINT POSSIBLE THE PARTICIPATION STRATEGY SETS STANDARDS FOR WORKING WITH CHILDREN, PLEASE PICK UP A BOOKMARK, AND WILL ENSURE THAT WE CONSULT WITH THEM OVER IMPORTANT ISSUES AS WELL AS EMPOWERING THEM TO PARTICIPATE IN THE DESIGN, IMPLEMENTATION AND DELIVERY OF SERVICES WHICH EFFECT THEIR EVERY DAY LIVES. JOINT COMMISSIONING OF SERVICES IS ALREADY HAPPENING BUT GOVERNMENTS EXPECTATION IS THAT THIS WILL BE DEVELOPED MORE WIDELY THROUGH ADOPTING A CHILDREN’S TRUST APPROACH.

6 Early Intervention & Prevention
Early Years Education and Childcare (including Sure Start and Children’s Centres) Children’s Fund South Central Connexions Teenage Pregnancy Strategy Youth Services Drug Action Teams (DATS) Voluntary and Community Services Health, Social Services and Education (Schools) THE MAIN PLANK OF THE CHILDREN ACT AND KEY TO THE PLAN, EYE, CF AND CONNEXIONS ARE THE BACK BONE TO EARLY INTERVENTION WITH ALL OTHER AGENCIES HAVING A ROLE TO PLAY ALREADY MANY GOOD EXAMPLES OF EARLY INTERVENTION E.G. FAAST AND YISPS, SURE START CENTRES AND THE EMERGING CHILDREN’S CENTRES, HEALTH PROMOTION AND EDUCATION AROUND SUBSTANCE MISUSE AND SEXUAL HEALTH THE ROLE OF THE VOLUNTARY AND COMMUNITY SECTOR IS SIGNIFICANT AND THERE ARE MANY ORGANISATIONS WORKING WITH CHILDREN AND FAMILIES, PROVIDING SERVICES WHICH PREVENT FAMILIES FROM REACHING CRISIS POINT. THESE ORGANISATIONS WITH OTHER S HAVE A VALUABLE ROLE TO PLAY IN THE IMPLEMENTATION OF THE CHILDREN ACT

7 Children, Young People and families have issues around:
Healthy affordable food and access to water in schools Safe places to go for recreation, fun or just to hangout Being listened to from an early age Access to suitable affordable accommodation Regular meals, in particular breakfast Affordable and regular transport WIDE CONSULTATION HAS TAKEN PLACE ACROSS THE COUNTY OVER THE LAST 2-3YRS, WITH A DIVERSE GROUP OF CHILDREN, YOUNG PEOPLE AND THEIR FAMILIES. WE NOW HAVE A CLEAR PICTURE OF WHAT THEY SEE AS BEING THE ISSUES WHICH EFFECT THEIR EVERY DAY LIVES, THESE ARE SOME OF THEM. THE CSA MUST NOW WITH PARTNERS AGREE WHICH ISSUES MUST BE GIVEN PRIORITY, THROUGH THE PLAN AND HOW THOSE ISSUES WILL BE ADDRESSED AND MEASURED TO SEE IF THEY ARE MAKING A DIFFERENCE TO THE LIFE CHANCES OF HAMPSHIRE’S CHILDREN.

8 Children, Young People and families have issues around:
Services and information being provided locally with open access, flexibility of times and venues Mental health services that do not stigmatise and which are easily accessed Bullying, physical, verbal and through text messages Weekend, evening and holiday activities that are affordable Access to out door facilities –clean Parks and estates and making sure they stay that way Access to sport and leisure activities that are affordable

9 Information Sharing? Information Protocol Common Assessment Framework
Service Directory - Hantsfish HAMPSHIRE HAS DEVELOPED AN OVERARCHING PROTOCOL AND KEY AGENCIES HAVE SIGNED UP, WE ARE NOW SEEKING TO GET THE REST SIGNED UP. GOVT SAYS THAT ALL CSAS MUST IMPLEMENT THE COMMON ASSESSEMENT FRAMEWORK BY 2008, A MULTI AGENCY GROUP IS CURRENTLY WORKING ON HOW THIS WILL BE ACHIEVED IN HAMPSHIRE. THE CAF WILL BE USED WHEN A CHILD HAS BEEN IDENTIFIED AS BEING VULNERABLE AND WILL ENABLE THE CHILD AND FAMILIES NEEDS TO BE ASSESSED IN A FORMAT THAT WILL BE COMMON TO ALL, PREVENTING DUPLICATION, REDUCING BUREACRACY AND ENABLING FAMILIES TO ACCESS SERVICES THEY NEED MORE QUICKLY. HANTS FISH IS BEING LAUNCHED IN SEPT TO PROVIDE INFORMATION FOR FAMILIES, CHILDREN, YOUNG PEOPLE AND PRACTITIONERS ON WHAT SERVICES ARE AVAILABLE TO THEM ACROSS THE COUNTY AND IN THE LOCALITY THEY LIVE IN.

10 Participation Consultation Listening Involvement Feedback
Finding Solutions Measuring Outcomes GOVT IS VERY CLEARLY TELLING US THAT CENTRAL TO EVERYTHING WE DO IS THE NEED TO INVOLVE CHILDREN, YP AND THEIR FAMILIES. THE CYPSP HAVE AGREED A PARTICIPATION STRATEGY TO BETTER CO-ORDINATE THIS WORK, SET STANDARDS AND ENSURE THAT THE VOICE OF CHILDREN IS BEING HEARD. BOOKMARKS. THE MOST IMPORTANT ELEMENT IS FEEDBACK AND HOW THEIR VIEWS WILL BE REPRESENTED IN THE PLAN

11 Joint Commissioning Children’s Fund – 180 projects, e.g. Breakfast and after school clubs, sporting activities, book boxes, internet cafes, skate parks Voluntary & Community Sector Health, Education & Social Services CAMHS Children’s Trust DAAT South Central Connexions THERE ARE ALREADY MANY GOOD EXAMPLES OF JOINT COMMISSIONING BUT TO REALLY MAKE SURE THAT CHILDREN ETC ARE RECEIVING SERVICES, IN THEIR OWN LOCALITY WHICH MEET THEIR NEEDS WE MUST POOL OUR RESOURCES, KNOWLEDGE AND BUDGETS AND DEVELOP JOINT COMMISSIONING PROCESSES ETC.

Keep children safe Help children to keep physically and emotionally healthy Help children to enjoy and achieve at home and at school Help children to feel part of their community Help children to achieve their full potential
