3 Primary vs. Delegate Access
Access Levels & Commissions Descriptions Who Can View Commissions Primary vs. Delegate A Primary of the agency is the owner or highest ranking officer. Using the agency tax id the Primary should register the agency on the Producer Toolbox. The Primary can view all sections of the Web site including the online commission statements. The Primary can also create accounts for Delegates in the office. Delegates are administrative personnel or agents/ Producers that the Primary is delegating access to the agencies book of business. A Primary can also be an Independent Agent. Using their Social Security number, the Primary gent should register their self on the Producer Toolbox. The Primary can also create accounts for Delegates in the office. Delegates are administrative personnel of this Primary. The Primary delegates access to the agencies book of business. Primary Views Commissions on the Producer Toolbox

4 Delegate assignments .Delegates are administrative personnel or agents/ Producers that the Primary is delegating access to the agencies book of business. Minimum A delegate with Minimum Access cannot view sections of the Web site related to your business. A Minimum Access user can still order supplies, create proposals and view plan information, as well as other general content. No Commission Viewing Moderate A delegate with Moderate Access can view all sections of the Web site except your online commission statements. This includes application status and membership details Full A delegate with Full Access can view all sections of the Web site including your online commission statements. Views Commission on the Producer Toolbox Site Administrator A delegate with Site Admin Access can view all sections of the Web site including your online commission statements. A Site Admin can also create accounts for other assistants in your office.

5 FAQS -PTB Access Q- Can A Broker register under their SS#?
A- Yes. They need to register under their SS# if they want to sell “On Exchange”. They need to click Manage Account and enter their FFM certification. (see slide 2). Q- Can a broker register under an agency to access the agency book of business. A- No only the Primary or an assigned Site Administrator can add a user called a Delegate to the agency tax id. The person wanting access would contact the Primary or Site Administrator to request access and they would create a Producer Toolbox user name and password for them. (see slide 2). Q- Will anyone have more than one Producer Toolbox user id. A- Only an appointed agent with Anthem will have up to two user names and passwords on the Producer Toolbox. This is only if they have registered under their ss# and the agency Primary has created a user name and password under the agency tax id. Q- Who is the Primary of the agency? A- A Primary of the agency is the owner or highest ranking officer. Using the agency tax id the Primary should register the agency on the Producer Toolbox. ( see slide 3). The Primary is the only person who should complete the FFM certification under Manage Account for the agency. Q- How does someone at the agency become a Site Administrator? A- Only the Primary has the ability to assign the role of Site Administrator to a Delegate so that they can see he entire book of business for the agency and add additional Delegates. The Site Administrator can only view and change the Delegates they have set up. Continued….

6 FAQS -PTB Access Q- The Primary left the agency and the group needs to make someone else the Primary. A- The new head of the agency needs to send a letter to their Sales Representative stating who the former Primary of the agency was and that they need to be removed. They have to provide the name of the new Primary owner of the agency and their . 1. The agency/agent Sales Representative will send the agency to Licensing & Contracting to advise of the Primary change and to have the address for “All” locations in the commission system changed to the new address. 2. After the address is changed in the commission system the Sales Representative needs to send an to a request to remove the Primary of the agency. The Primary’s user id and name, as well as the agency tax id needs to be provided. 3. Once the original Primary is deleted, the person who is to become the Primary needs to go to and click on “Need an Account –Register Now”. Because, currently there is no Primary for the agency this person can register with the agency tax id and they will then become the Primary. All Site Administrators and Delegates will retain their current user ids and passwords. Q- Someone left the Agency/Agents office and the Primary wants to remove them. A- The Primary, or Site Administrator can Add, Edit (change access type) or Delete (click the red x) a Delegate once they click Manage Account in the upper right corner of the HOME page and then clicks Manage Delegates. Q- An Independent Agent sells their business to another agent or agency. The business is moved to a new tax id. A- Once the book of business is moved to the new tax id for the new agent/agency the former agent should cancel their Producer Toolbox account by logging into the producer Toolbox, clicking Manage Account in the upper right corner and clicking the yellow “Cancel Account button. .
