Keep in mind, though, this is a commercial process, and if you misunderstand the documents you may ask a question that will be viewed publicly by other bidders which may put your company at a disadvantage: Don’t disclose information prejudicial to your business. Asking Questions Many potential suppliers make the mistake of not asking questions. If something is unclear in the ITT and clarification can’t be found in any of the communications to and from the buyer, then ask. It is best to ask all questions in one go, rather one after another, after another.

9 Standard Selection Questionnaire (SSQ)
On 26 September 2016 the government launched the new standard Selection Questionnaire for use in supplier selection in procurements above the relevant EU thresholds. The statutory guidance is issued under powers set out in Regulation 107 of the Public Contracts Regulations 2015 (as amended) (PCRs). Section 7 Modern Slavery Act 2015: Requirements under Modern Slavery Act 2015 7.1 Are you a relevant commercial organisation as defined by section 54 ("Transparency in supply chains etc.") of the Modern Slavery Act 2015 ("the Act")? Further details concerning the Modern Slavery Act can be found on Choose an item. 7.2 If you have answered Yes to question 7.1 are you compliant with the annual reporting requirements contained within Section 54 of the Act 2015? If you answer ‘Yes’ please provide the relevant url. If you have answered ‘N/a’ to 7.1 or 7.2 please provide an explanation in the space provided below. The bidder’s response should not exceed 500 words. Click here to enter text. ECC has a duty to know that all suppliers are obeying the law and acting within the legal and ethical constraints of current legislation. Some questions are pass/fail or have a minimum score which providers must attain.

10 Evaluation Criteria Evaluation criteria are carefully worded questions seeking to explore your companies’ background, knowledge and skills in areas particularly relevant to the Essex requirement. You may encounter any number of specific ‘questions’, we do try and limit them however, it is dependent on the specification. They may be split into legal requirements and specification specific. Those which have a legal bearing will be found on the Standard Selection Questionnaire (SSQ). Specification questions will be weighted in accordance with commissioning needs.

11 Example Criteria To enable contract commencement on the 1st January 2019, using a method statement please detail the activities that you will carry out to mobilise and implement the contract following contract award. Read everything we give you twice before attempting answers Clarify and ask questions on the message centre, there are no silly questions or quires Be mindful that questions will be answered to all providers unless there is a commercial sensitivity listed Make sure you pull out the key words from the questions Know your market in terms of price (covering all aspects of your operation) and have awareness of your competitors
