2 Overview The full name of the agreement is the Kyoto Protocol to the United Nations Framework Convention on Climate Change. The protocol is an international agreement that was drafted on December 11th, 1997. The agreement underwent one amendment, known as the Doha Amendment, in June of The amendment extended the commitment of the signed parties to the year 2020 and added more greenhouse gases, such as nitrogen trifluoride, to the list of gases covered in the agreement.

3 Purpose The Kyoto Protocol concerns the emission of greenhouse gases in countries around the world and their effect on the environment. After speculations of the effects of global warming, (such as rising sea level and more extreme weather events) began to gain traction, the agreement was formulated in order to target humanity’s contribution to the phenomenon through greenhouse gas emissions. The intention of the agreement was to help countries manage their emissions, providing some countries with emission restrictions, and others emission goals. This encouraged both groups to develop cleaner technology and make use of natural processes in order to ensure they did not violate their emission limit and face penalty.

4 Composers The Kyoto Protocol is an extension of the United Nations Framework Convention on Climate Change. Thus, the agency responsible for the Protocol is United Nations, the depositary of the agreement being the Secretary-General of the United Nations. This group will place penalty on countries who surpass their emissions limits and organize a convention if an amendment is desired. They also regulate the emissions trade, a process in which countries under the agreement may buy and sell emissions rights to adjust their limitations.
