Work Programme not working in London?
The Work Programme is on track to do better than any other national programme and at a third of the cost. 237,410 long term unemployed in London supported by Work Programme 49,310 moved into sustainable work in London June ‘11 to June ‘14 Majority at 6 months sustainability. 9,100 18 – 24 year olds into sustainable work 29,410 25 plus into sustainable work 2,170 ESA customers into sustainable work. Incl.12 month prognosis group 340 Ex offenders (PG9 working well in London in comparison nationally) Successes o PBR - what has worked / what could change o PG group successes – LP’s, 18 – 24 , PG9’s (some case studies or particular projects)

Work Programme Performance
What the Work Programme doesn't measure or remunerate, but we have delivered: Significant numbers of disengaged customers moved into training / work placements/ support Significant numbers of long term, disengaged, ESA customers have engaged with courses/ vocational training/ work placements Significant numbers of customers not diagnosed with health conditions have been referred to health support Significant numbers of long term unemployed customers have moved into work under 3 – 6 months.

Collaborating to generate customer opportunities
London Primes Created the 6 Prime’s Strategic Group in London with representation from TfL, DWP and the GLA. Guest representations include London Councils, Homeless charities, 3rd sector specialists, health providers, NOMS ESF, AOC Achievements Created the only collaborative primes group in the country Jointly funded TfL account manager and developed employment model delivering better sustainable jobs than prime averages. Linked up London colleges and SFA funding Joined up statutory drug and alcohol provision(DAAT) with Work Programme Joined up statutory Mental Health (IAPT) through Newham Pilot rolling out across boroughs Collaboration with London Local Authorities through service level agreements Joining up London Prison, probation and JCP Prime leads created for single points of contact across the above and LA’s Challenges ESA – rational what could be changed to deliver better results o Devolving / not devolving commissioning – need to question honestly : . Deliver better results and this efficiency ? . Locality and understanding local needs – i.e. argument that national providers do not understand the local community - (give some stats on number of years we have collectively worked locally in London, how many LA’s and local providers we have in our supply chain who deliver for us, other local provision we deliver)

Prime Project Objective A4e 100 people Pilot Moving 100 people with Schizophrenia/ Bipolar into employment. Shaw Trust Community Hubs Lewisham and Hackney Delivering local specialist health and wellbeing interventions for ESA customers under one roof in an innovative format. Ingeus TKO project 18-24 year olds TKO Project for the PG1 group to engage them by using boxing with employability and employers Maximus Regional ESA Manager Supporting front line in identifying, sharing best practice, up skilling to better engage with ESA customers. Seetec Ex offenders and 50+ Pilot modular activity focusing on specific cohort. Reed ESA Life skills Course To address Self esteem, confidence, motivation, and communication/personality styles to help customers to be more effective in taking control of their life and choosing work that suits them.

Future commissioning: What can we learn from Work Programme?
How do we get better at moving those who haven't found work on WP? We know that the longer a customer with complex needs is on programme the more likely they will move into work. Phased funding (i.e. progression payments) for particular customers will: Allow providers to better invest in progressing customers towards work Allow more specialist providers to enter into programmes for specific needs Allow more investment back into the system to support those with the most severe barriers. Encourage / Incentivise join up of existing programmes Enable programmes such as New Enterprise Allowance and Access to Work to be utilised and enhance the programmes and support sustainability How do we get better at moving those who haven't found work on WP?

Future commissioning: What can we learn from Work Programme?
Encourage / incentivise join up of Statutory and Local Authority services Health and wellbeing (CCG’s / NHS) Planning and regeneration Housing Incentivise employers to recruit most challenging groups Offer SME’s business support solutions (HR, training) Support access to existing funding (Access to Work) Incentivise other programmes to join up statutory provision (DAAT /IAPT) The less we duplicate across silos, the more resource we have for customers How do we get better at moving those who haven't found work on WP? Requires a cultural shift. All stakeholders need a shift in attitude, encourage collaboration, avoid silo syndrome. Customer is the centre of everything. We work for them…

Future commissioning: What can we learn from WP?
How do you engage with customers who are challenging to engage? Engaging customers is our greatest challenge, however mandation at least brings customers to our offices. Create better coordinated service between: Local Authorities, local funded and national funded projects. For employer support – what is available and support accessibility Improve local co-ordination of skills funding with employment opportunities Incentivise training targeting growth sectors Flexible payments for training / support for guaranteed jobs Better coordination of probation services Data sharing protocol Incentivising of working together Clearer join up of services to ensure smoother through the gate support Those who refuse to engage are those very customers that are not picked up by any other programmes. They are the very long term unemployed, those that are by choice or circumstance in the revolving door.

Work Programme: Greatest UK pilot for future commissioning?
National framework – Local delivery: Positive learning from Work Programme’s local activities, local projects and local innovations. Focus on what local employers want and don't forget the smaller employers, they want to help but often don’t know how to. Focus on local collaboration and join up of local, funded, support services to support those with severe barriers. Focus on progression targets/ funding for those with the most severe barriers. Involve Work Programme Providers in designing future programmes – 4 years of experience in delivering PbR at scale at borough level across a very wide customer group. Lots of trial and error, we know what to do and importantly what doesn’t work..
