3 ANRA Status ANRA is the state authority responsible for the regulation and control of nuclear and radiation safety ANRA was established under the Republic of Armenia Government Decree N 573 as of 13 November 1993 ANRA was reorganized into the Inspectorate on Nuclear and Radiation Safety in the Atomic Energy Utilization Field within the Ministry of Nature Protection of the Republic of Armenia on 27 June Inspectorate on Nuclear and Radiation Safety in the Atomic Energy Utilization Field was reorganized into the State Committee under the Government of the Republic of Armenia on Nuclear Safety Regulation on 20 May 2008

4 ANRA Status The ANRA staff list includes 43 positions
39 of 43 positions are currently occupied ANRA organizes training of new staff in accordance with the individual programs consisting of theoretical and practical trainings The resources of IAEA, EC, US NRC and other cooperation programs are used for implementation of separate tasks concerned with training, improvement and maintaining of the personnel qualification

6 Technical Support to ANRA
NRSC is a scientific-technical organization providing technical support to the national regulatory authority for nuclear and radiation safety NRSC was established under Decree N 342 of the Government of RA as of April 25, ANRA is a 100% stakeholder NRSC supports ANRA in its regulatory activities and has a good command of problems existing in development of regulatory infrastructure NRSC serves as a link between ANRA and international organizations. It is involved in ANRA support projects financed by IAEA, EC, US NRC and other organizations as a local sub-contractor, taking responsibility for both administrative and technical oversight of the projects

8 Needs for Competence Development in NRA and TSO
The needs for competence development in the field of nuclear and radiation safety in Armenia refer to ANRA and NRSC (TSO) The needs include development of capabilities in specific technical areas and training of additional staff going to be involved in the licensing activity of ANPP lifetime extension and licensing of new NPP

IAEA projects under Technical Cooperation Program Regional Projects Armenia participated in 23 TC regional projects which contributed to improvement of experts professional qualification, strengthening technical capabilities, legal basis and frameworks of different organizations and facilities Specialists from different state authorities, organizations, medical facilities in Armenia participated in workshops and training courses organized by the IAEA in frame of these regional projects

19 Lessons Learned: Good Practices
Practical exercises and hand-on experiments Good possibility to exchange knowledge with lecturers and participants and be aware of new techniques and methods used in different countries Evaluation of participants upon completion of the course Providing a full set of training materials Awards granted to the best trainees and tutees

20 Lessons Learned: What could be improved?
Providing trainees’ tests and evaluation results to the employer to understand the weak points to be considered in future To agree training materials/topics with the participant countries to identify specific needs to be covered during training and considered in the follow-up courses To make training materials available online To organize advanced follow-up trainings Strictly separate between trainings and tutorings

21 Final Remarks/Conclusion
ANRA (9) and NRSC (10) staff participated in T&T organized by ENSTTI and ITER in , including: Participation in trainings –36 Participation in tutoring - 1 On 2 November 2015 during EUROSAFE FORUM Merit Awards were presented to the best trainee and the best tutee of the INSC T&T project: Ms Maro Aghazarian (NRSC) – best trainee

22 Final Remarks/Conclusion
ANRA/NRSC benefit a lot from participation in the T&T courses. The courses contributed to improvement of ANRA/NRSC capabilities and competence in implementation of regulatory oversight and providing technical support to the regulator in the nuclear and radiation field The NTP is the document in practical use by ANRA and NRSC Participation in follow-up projects is highly desirable
