Civil Rights are positive acts a government undertakes to enforce constitutional guarantees

Limited government Authority to govern is restricted by the people.

You may do as you please, as long as you don’t infringe on another’s rights.

Most rights extend to all persons (citizen and alien)

Federalism and Individual Rights
The Bill of Rights originally only applied to the National Government. Through the 14th Amendment’s Due process clause it has been extended to the States.

9th amendment Rights not given to the state are retained by the People.
