2 Commitment to Freedom The Bill of Rights 1791

3 Civil liberties are protections against the government.
Civil Rights are positive acts a government undertakes to enforce constitutional guarantees

4 Limited government Authority to govern is restricted by the people.

5 Rights are relative not absolute
You may do as you please, as long as you don’t infringe on another’s rights.

6 When rights conflict Ex. Free speech, vs right to a fair trial

7 To who are rights guaranteed?
Most rights extend to all persons (citizen and alien)

8 Federalism and Individual Rights
The Bill of Rights originally only applied to the National Government. Through the 14th Amendment’s Due process clause it has been extended to the States.

9 9th amendment Rights not given to the state are retained by the People.
