3 The new strategic framework
The new strategic framework aims to transforming customs into a modern and responsive partner to trade, whilst protecting fiscal, safety and security interests. Modernisation of the legal and technological environment in customs: the amended Community Customs Code, which has enabled European Union (EU) customs authorities to implement some of the most advanced security requirements in the world; the Modernised Customs Code, which will simplify customs and trade tasks to make them more efficient and cost-effective; the Electronic Customs Decision, which sets out the basic framework and major deadlines for the electronic customs project and provides a basis for the Commission, Member States and economic operators to plan their own resources © Copyright Direzione Centrale Tecnologie per l’Innovazione 3

5 Real-time Controls on each Operation
All Customs declarations are screened by the system and addressed to 4 control channels (green, yellow, orange, red) according to their matching precise risk profiles developed by combining some of the data in the declarations (origin, provenance, type of goods…..) Subjective profiles (WHITE/BLACK LIST) decrease or increase the risk level. Through a voluntary AUDIT procedure enterprises can obtain the certification of their reliability rate (AEO model - AUTHORIZED ECONOMIC OPERATOR), which is linked to a customized control level Risk profiles can be modified in real-time The system derives its feedback from itself GREEN = Computerized Control - YELLOW = Documentary Control ORANGE = Scanner Control - RED = Physical Control © Copyright Direzione Centrale Tecnologie per l’Innovazione 5

In assenza di un efficace coordinamento tra gli enti coinvolti, i costi della frammentazione ricadono sulle imprese. 7 Single Window WCO defines SW according to REC n. 33 UN\CEFACT:
“a form of facilitation that allows... to lodge information and documents at one single point of entry, to meet the regulatory requirements prescribed for import/export/transit” Reg. n. 648/2005 of the European Parliament and the Council: it has introduced the principle of the unicity of a customs operation and of the ensuing coordination of the controls performed by different authorities. The preparatory phase has been completed and the next stage is the deployment of the model. 8 DPCM 242/2010 The Decree of the President of the Council of Ministers n. 242 of 4 November 2010 (published in the Official Journal n. 10 of 4 January 2011) implements in Italy the mechanism of the "Single Window" introduced by the article 4, par. 57 of the law n. 350 of 24 December 2003. The Single Window is a tool aiming to simplify import and export operations, in particular offering to the operators the possibility to submit, especially by electronic means, at a single point of entry, all the requests of release of documents needed for the execution of import/export operations, for which one or more administrations are competent (e.g. certifications, authorizations, import and export licences, and other permits). © Copyright Direzione Centrale Tecnologie per l’Innovazione 8

19 How to unify the controls?
Current situation: “health check” + “customs check” 1° check: Common Veterinary Entry Document (CVED) is requested by health authority. The goods must be available for the inspection (if required by the vets at BIP - Border Inspection Point). Only when the CVED is issued by vets at BIP, the economic operator can sent the custom declaration declaring the number of the certificate in the box 44 of the SAD. 2° check: customs authority, on the basis of the risk analysis, can perform another physical inspection of the goods. 22 Revision of Annex A and B of DPCM 242/2010
It has been performed an activity of revision of certificates listed in table A and B of the Italian decree on Single Window (“Sportello Unico Doganale”): some certificates have been canceled, others have been combined and others have been added (changes have occurred in the legislation… ). The Ministry of Health, for each certificate, has provided a text document containing: The description of the process for issuing the certificate; The regulation supporting the process; The time required; Information about the computer system supporting of the process. 22 © Copyright Direzione Centrale Tecnologie per l’Innovazione 22

23 AS – IS Analysis Three different information systems have been identified: “Nuovo Sistema Informativo Sanitario – NSIS - PIF”, for the management of national certificates, used by vets at Border Inspection Points; “Nuovo Sistema Informativo Sanitario – NSIS - USMAF”, for the management of national certificates, used for goods related to the helth of human beings; TRACES, managed by DG SANCO at EU level, for the management of CVED-P and CVED-A, used by vets at Border Inspection Point. 24 TRACES TRACES (TRAde Control and Expert System) is a trans-European network for veterinary health which notifies, certifies and monitors imports, exports and trade in animals and animal products. Economic operators (private sector) and competent authorities all over the world can use this web-based network to trace the movements of animals and animal products. TRACES is managed by the European Commission (DG SANCO) and is used by all Member States to manage the import / transit of live animals, animal products and certain vegetable foods throughout the EU. 24 © Copyright Direzione Centrale Tecnologie per l’Innovazione 24

TO – RUN 1: Formal check: Check of the quality of information declared in box 44 of SAD. The first objective of the project is to verify the accuracy of the codes of certificates released by Ministry of Health. The database containing the certificates is still not available at this stage. It is performed an automatic check on the basis of the rules of composition of the certificate issued by the Ministry of Health (algorithm used by the system in charge of the Ministry of Health to produce certificate codes). TO-RUN 3: One-Stop-Shop Approach The intention is to develop a model that in the first phase of its development ensures: The validation of the documents supporting the customs declaration; The coordination of the physical inspection performed by the two competent authorities through a unified control (one – stop – shop approach). This goal will benefit economic operators most, thanks to a reduction in time and costs for the clearance of goods (e.g. currently containers can be opened several times, each time a competent authority requires a physical inspection). The real aim of Single Window as “a form of facilitation that allows... to lodge information and documents at one single point of entry, to meet the regulatory requirements prescribed for import/export/transit” (according to Recommendation 33 UN\CEFACT) will be reached in a subsequent phase of the model itself. TO-RUN 3: One-Stop-Shop Approach Data Exchange After the trader has filed an application for a certificate, NSIS (the information system of the Ministry of Health) should send via webservices a message (XML format) to the Customs Agency containing the following information: Reservation number of the certificate; The “certificate number” (when issued); The TARIC code of the goods; Net Mass; Units; Office Code; Validity of the instance (YES / NO); …. TO-RUN 3: One-Stop-Shop Approach Data Exchange Description of invalidity: contains the reason why the application declared by the operator is not considered valid (eg. “Application deleted”). The field can have a value only if the instance is not valid; The state of the application; Date of closure: this field contains the date of closure of the application, when a final state is reached; Number of Manifest of Incoming goods (Manifesto Merci in Arrivo MMA), if available. TO-RUN 3: One-Stop-Shop Approach The possible states of the application: “Presented”: the application has been submitted by the operator but the processing has not started yet. “Processing”: the official at the Ministry of Healt is working on the application and is performing a documentary check. “Physical inspection”: the official at the Ministry of Health has decided to perform a physical inspection of the goods declared in the certificate application. “Released/Not released”: “Released”: the official has decided to release the instance on the basis of the documentary or physical checks; “Not released”: the official has decided to not release the instance. The goods can’t be released. The states “Processing” and “Physical check” must be updated in another one of the final states available (“Released”, “Not released”). TO-RUN 3: One-Stop-Shop Approach Box 44 of the SAD contains, among other information, the “reservation number” or “certificate number” issued by the Ministry of Healt to the economic operator when he lodges the application for a certificate. When the customs declaration is lodged, AIDA verifies if the “reservation number” or “certificate number” is recorded in the locally available database (if not, the customs declaration is rejected), and checks the relevant state, which affects the clearance of the customs declaration and the release of goods. In addition to the outcome of the risk analysis for fiscal and “safety & security” purposes, when issuing the outcome of the customs declaration to the trader AIDA should take into account also the status of the “reservation number” or “certificate number” of the documents received from Ministry of Health. TO-RUN 3: One-Stop-Shop Approach The customs declaration is rejected when the state of the certificate is “Not released”. If the state is “Presented” or “Processing”, the customs declaration must be placed in a pending state waiting for an update from the Ministry of Health. Any update of this state via web services leads to a change of the state of the customs declaration. If the state is (or becomes) “Not released”, the customs declaration cannot be validated and that circumstance shall be notified to the trader by AIDA. TO-RUN 3: One-Stop-Shop Approach If the state is (or becomes) “Released”, the customs declaration is "releasable" if no documentary control or physical inspection is required by the Customs Agency. If the state is (or becomes) “Released”, but the Customs Agency requires further checks before the release of goods, the outcome of the customs declaration is "not releasable". If the state is (or becomes) “Physical inspection”, it is communicated to the trader that the declaration is "not releasable" and why. TO-RUN 3: One-Stop-Shop Approach If the outcome of the customs declaration is " Not released", AIDA doesn’t issue the so-called “release code”: the outcome communicated to the declarant (trader) is composed of the result of the risk analysis and a qualifier that indicates which other control is required before the release of goods ("customs check", "health check", "customs check and health check ", etc..). In the future the qualifier will contain an indication of the controls required by the other authorities involved in the Italian Single Window. TO-RUN 4: “Open” phase, improvement of processes After the implementation of the TO-RUN 3 (in progress), the benefits of the model will be tangible. The Italian Customs Agency and the Ministry of Health agreed that will be performed further developments, in order to check carefully the detail of the certificates. 45 Digit PA: role in the framework of Public Administrations
DigitPA is an Italian public body (without economic aims) “expert” in the field of information and communication technologies for public administration. It operates according to the guidelines and under the supervision of the Prime Minister, with technical and functional autonomy. It is responsible for defining the Code of Digital Administration, an Italian regulation that is binding for all the public administrations. This code defines the Public System of Connectivity (SPC – “Sistema Pubblico di Connettività”) as the set of technological infrastructure and technical regulations for the development, sharing, integration and dissemination of information and government data, necessary to ensure basic and advanced interoperability and cooperation among information systems, ensuring security, confidentiality and preservation of information resources and autonomy of each government.
