Late Dues Why are late fees required?
When dues are paid late, the HOA incurs additional accountant, legal and administration fees. The late fees are required to help off- set this cost. In 2017, these costs were in excess of $1,000. Why do I have a late fee on my 2018 bill? Several homeowners paid late in 2017 but sent payment only for their dues and not their late fees. On the advice of the HOA lawyer, these fees were added to bills. Failure to pay in 2018 will result in referral the Lancaster County Magisterial District Court. Any and all fees associated with this action shall be responsibility of the property owner and will be added to your past due amount. Bylaws also state that a 15% interest rate will be applied from time of past due bill.

Phase 2 & 3 Dedication In spring 2017, JPM met completion requirements allowing the firm to transition Phase 2 & 3 to the township. What does this mean to you? HOA now fully owns maintenance of common area around pond. Manheim Township is now responsible for snow removal. All Manheim Township road rules apply as it is no longer private property. Rules prohibit 4-wheelers on public roads. Rules prohibit parking opposite of traffic direction (tickets have been issued). Pet ordinances: It is illegal to leave dog excrement on any property other than your own. Dogs must be leashed unless they are confined to your property. Phase 1 is pending. Costello Builders still maintain snow removal responsibility.

Pond Maintenance Why do the fountains not work sometimes? Fishing line has become entangled in fountain mechanics, causing them to shut down. Why do the fountains matter? The pond is critical to storm water management of our neighborhood and is a Manheim Township Storm Water Management Requirement for Stonehenge Reserve Neighborhood. The fountains are critical to maintaining the pond health and preventing mosquitos. If pond health is not maintained, we will need to dredge the pond at a cost of over $115K. What does this mean to you? Repairing the fountains costs in excess in $2,500 each time. Currently, maintenance reserve budget has covered but if continues, we may need to increase dues to cover budget allocation. What can you do? Please DO NOT CUT your line when fishing. The fishing line does not evaporate, but instead ends up in the fountain. Fountains are currently inoperable due to electrical issues. Repair has been requested.

Frome Basin In August 2017, the Petersheims notified the HOA of a desire to fence the Frome Water Basin. The Water Basin in entirely within the Petersheim property. Per Stonehenge Reserve Storm Water Management agreement, the basin is required to provide needed to prevent flooding. As such, the HOA is responsible to mow the area, but it is not a common element of the neighborhood. The board is working with the HOA lawyer and the Petersheims to understand HOA responsibility should the basin be used to graze horses and the impact to storm water facilities. HOA board has confirmed with the county & township that horse grazing is permitted in water basins. County permits 2 horses per acre and township 1 horse per acre (variances request required for 2 horses).

Geese Mitigation 2017 Summer 2017:
In July 2017, the HOA installed “Away with Geese” lights to help deter geese from the pond. These lights will reduce geese but not entirely eliminate the geese. November 2017: Fountains were removed from pond for winter to allow pond to freeze. Freezing helps reduce algae from geese waste and deters nesting. REMINDER: The Geese are protected via USDA and Fish & Game Commission Regulations. This limits our options.

Geese Mitigation 2018 Per HOA research, most bird deterrent companies recommend: Visual Deterrent – Away with Geese Lights - INSTALLED Taste Deterrent – Migrate lawn treatment – ORDERED Audio Deterrent – Bird Wailer – on hold pending efficacy of 1 & 2 OTHER DETERRENTS CONSIDERED Fence: Due pond liner, fencing is not feasible. The pond is lined from property line to property line with a landfill liner. This is required to prevent sinkholes from forming. The liner is only 8” inches below surface. Fence posts would puncture and void. Liner costs in excess of $300K uninstalled. Border Collies: Unable to locate a firm which currently travels to Lititz. Critter Keeper: Harassment Plan: Multi-Year effort to make geese uncomfortable via lasers and pyrotechnics. Expected cost $12-$20K, as such want to exhaust other options. Depredation Plan: Requires permit from USDA and Fish & Game Commission. Requires studies and usually 3-4 years to obtain. Noise Cannons: Decibel level exceeds jet engine and to be effective must sound 2-60x an hour. Due to this, zoning rules restrict in residential areas.

Each year includes a slight surplus ($1-$4 per lot). This is considered a rounding error allotment. While this is the forecast, HOA Board will review each year to re-certify.

LawnCare The HOA is responsible for maintaining:
Lot 52 (Common access to the pond) Common Area around the Pond Frome Water Basin (per Stonehenge Reserve Storm Water Management Agreement) Until dedication, JPM managed the lawn care. HOA has resumed ownership post- dedication and has selected Kreider Lawncare, LLC to provide mowing and dandelion treatments. 52 Homeowners are responsible for all yard maintenance and mowing to edge of your property lines. This includes any swales and sidewalks. For those whose property abut Fruitville Pike, this includes the grass beyond the trees and the sidewalks along Fruitville. Please not that in addition to HOA By-Laws, Manheim township mandates lawn maintenance and failure to comply may result in fines. Details on expectations for yard maintenance in Manheim Township are available in Chapter 277 in the Code of the Township of Manheim, which is available at

Architectural Review Board
The Stonehenge Reserve Bylaws Require that most exterior additions undergo an Architectural Review. This include, but is not limited to: Architecture Review Forms are available at Per by-laws, HOA has 30 days to respond but average responses are received within 10 days. To expedite approval, please be sure to include photos of sample materials. Decks and Fences Installation, including hedges Additions of Flower or Vegetables Gardens which total over 300 sq. feet Any external structure such as Playsets, patio covers, fireplaces, firepits, outdoor kitchen/built in grills, and dog houses Modifications to mailboxes Alterations to fences, walls or home exterior Swimming pools Installation of additional exterior lighting such as light posts and string lights Any work requiring a permit from the township. NOTE: The board may request removal of any additions installed without ARB approval. Per by-laws, homeowners must comply within 15 days of notice at their own expense. Details are available in the Stonehenge Reserve HOA Recorded Declaration section 6.15 and 6.16.

Community Policies Speeding: Please watch your speed and watch for children at play! Fences & Hedges: Section 6.9 No fence or hedges or mass groupings of shrubs, trees or other plantings which could be a visual barrier comparable to a fence shall be erected, installed, or maintained on any Unit/Lot. Garbage Cans: Section 6.5 All garbage, trash, and other refuse shall be placed in tight, enclosed containers which shall be kept out of sight except as such may be placed for collection within 24 hours of refuse and trash collection. Yard Maintenance: Section 6.13 Any flower or vegetable garden maintained on any Unit/Lot shall be maintained free of unsightly weeds and dead plants and/or crops; and maintained such that there shall be no soil erosion of the garden area.

Community Concerns Seeking Coordinator for Annual Yard Sale Others?
Can homeowners regrade the berm along Fruitville to discourage children from using as a ramp? Will speed limit signs be posted in neighborhood now that roads have been dedicated? Also, seeking confirmation on speed limit. Do HOA and Township regulations regarding yard/garden maintenance apply to the vacant lots? Township enforcement of deed restrictions for new builds (housing size, stone façade (25%), etc.) Are multiple family homes permitted in Stonehenge Reserve? How does this apply to the farm? Concerns regarding unleashed dogs Request for pest control for hornets and mice on Lot 52 ETA on sidewalk along Farm ETA on Swale regrading by JPM and confirmation of lots impacted HOA Board is researching above and will publish responses to Listserv and website as resolved.

UPDATES ON COMMUNITY CONCERNS
Speeding in the Neighborhood: Manheim Township Polic Dept. confirmed that per PA Statute 3362, speed limit is 25 MPH in Stonehenge Reserve. The police department can post speed limit signs in the neighborhood by our request. However, they generally refrain from doing so as most people do not like having the signs posted in their yard. Once we request signage, the police conduct a traffic study and place signs where they deem best. The HOA and residents do not get to decide where they are placed. They recommended that residents concerned about speeding contact their local PA House Representative to voice support for Bill 251 which would enable municipal police departments to leverage radar to enforce speed limits. Our representative is Steven C. Mentzer. Unleashed Dogs: Manheim Township Polic Dept. confirmed that while on public property (except at the Overlook dog park), all dogs must be leashed and under owner control. This ordinance is enforced in Manheim Township. Citations range from $50-$600, plus state processing fees which add $100-$200. Dogs may be unleashed while on the owner's property but must be under owner control. As such, please use a leash when walking your dog in the neighborhood and ensure that your dog does not run into the street or into a neighbors yard if playing without a leash in your yard. Yard Maintenance Regulations for Vacant Lots: Per the Code of Manheim Township Chapter 277: Yes, vacant lots must be maintained. Grass/weeds should not exceed 12 inches for any unimproved lot (ie vacant) or 6 inches for any improved lot (ie developed). To report violations, call the non-emergency police dispatch number, , and report the complaint. The HOA plans to contact the developer to ensure compliance this summer. Lot 52 (common access to the pond) Pests : Hornets near the Rocks: Exterminator has been scheduled for 3:00pm April 11, 2018 Mice Nests in the Rocks: Per discussion with exterminator, mice remediation requires that poison packs be left out. In general, they will not implement in areas where children play unattended. Additionally, work is only guaranteed when objective is to keep mice out of a home. As mice flee at human activity and it is an outdoor area, they recommended leaving as is.
