29 Report month 201503 (Promotion month)
To determine Time in Grade (TIG) – Subtract the Soldier’s Date of Rank (DOR) from the Report month. For example: Report month (Promotion month) - Date of rank (DOR) (* ) 2 months TIG To determine Time in Service (TIS) – Subtract the Soldier’s Basic Active Service Date (BASD) from the report month. For example: Report month - Basic active service date (BASD) (* ) 1 year and 8 months = 20 months TIS * When computing months for TIG/TIS the number of days are not used for calculations.

NOTE: SHOW SLIDE #31 (Computing Waiver Allocation Table PV2) Have Soldiers go to Enlisted Promotion Section and go to current cut-off scores for SGT-SSG Promotions and look at item five to find the authorize percentage for E-4's. The percentages are determined by HQDA and are usually communicated to the field by message. (*The percentage may vary from time to time). EXAMPLE: PV2 waiver allocation – There are twenty (20) PV2’s assigned and two (2) PV2’s attached. Zero (0) PV2’s have less than 6 months time in service (TIS): 20 (assigned) +2 (attached) 22 x20% (HQDA Percentage Restrict 4.4 = 4 MAXIMUM ALLOWABLE (DROP FRACTION) Assigned (PV2’s with less than 6 months TIS) 4 TIS waiver allocations for advancement to PV2 Number of soldiers that the Commander may advance to PV2 with a waiver

34 Check on Learning Q: How does waiver allocation computation for SPC/CPL differ from the computation for PV2 and PFC? A: Authorized strength is used to compute SPC/CPL waivers, assigned and attached strength are used for PV2 and PFC.    Q: What is the variable waiver ceiling percentage and where is this information obtained? A: It is used to determine the maximum number of personnel who do not meet the established TIS/TIG criteria for a particular rank. It is a figure provided by HQDA through the promotion cutoff score message E4 is located in the HQDA message and the E2-E3 is located in AR Q: What does line 3 represent on the Waiver Allocation Worksheet? A: Line 3 represents the numbers of Soldiers currently using a waiver with less than required TIS/TIG. .
