ELO 2.7 – Prepare Suspension of Favorable Personnel Actions LESSON OUTCOME: Students will gain a basic knowledge of general FLAG policies. Students will gain a basic understanding of the purpose, content, format, preparation, and processing of the DA Form 268. Students will demonstrate the ability to process FLAG transactions and generate the Suspension of favorable Personnel Actions Management Report (AAA-095) using eMILPO. promotion policies and how to determine eligibility for promotion. STANDARD: Initiate, remove, and transfer a Suspension of Favorable Personnel Action with 70% Accuracy. ACADEMIC HOURS: 5.7 LEARNING ACTIVITIES Lesson introduction FLAG policies Non-transferable and transferable FLAG removal Actions prohibited by a FLAG DA Form 268 preparation using eMILPO Suspension of Favorable Personnel Actions Management Report (AAA-095) ASSESSMENT Practical exercises. Students are required to complete a knowledge-based assessment delivered via the Blackboard Academic Suite and obtain a passing score of 70% or higher.

Action: Prepare Suspension of Favorable Personnel Actions (SFPA) Conditions: In a classroom environment given AR , AR 600-9, DA Form 268, scenario, standard office supplies and awareness of Operational Environment (OE) variables and actors. Standards: Initiate, remove, and transfer a Suspension of Favorable Personnel Action with 70% Accuracy.

5 What is a FLAG? A system to guard against the execution of specified favorable personnel actions for Soldiers not in good standing (for example, unfavorable status).

6 Categories of FLAGS Non-transferable – This flag may not be transferred to another unit (except where consistent with paragraph 2-8 of AR ). Transferable – This flag may be transferred to another unit. When a flagged soldier is reassigned, the responsibility to manage the flagging action automatically transfers to the gaining commander.

9 Removal of a Flagging Action
Only officers authorized to direct initiation of a Flag may direct removal Authentication will be in IAW AR Consult with available sources to identify requirements to remove a Flag.

10 Prohibitions and Retention of Flagged Personnel
Appointment, reappointment, reenlistment, and extension. Reassignment. Appearance before a semi-centralized promotion board . Promotions in grade, lateral appointments, and frocking Attendance at military or civilian schools. Unqualified resignation, retirement, or discharge. Advance or excess leave. Payment of enlistment bonus or selective reenlistment bonus. Assumption of command.
