Test Administration Schedule FSA and NGSSS EOCs
PBT CBT Students EOC CBT and PBT Accommodations Senior High and Adult Students* (Enrolled in the Algebra Summer Course) Algebra 1 July 16 and 17, make-up testing on July 18-19 Senior High and Adult Students** Geometry, Biology 1, US History July 9 – 20 *Students taking the Algebra 1 course at the feeder senior high schools will take the FSA Algebra 1 EOC test on July 16-17, between 10 a.m. to 6 p.m., with make-up testing on July **Testing for other students and other subjects will be held at feeder senior high schools in accordance with their summer school schedule, Monday through Thursday from 2:00 p.m. to 6:30 p.m., as resources allow. Any deviation from this schedule requires written approval from the Florida Department of Education (FDOE).

Glossary PBT CBT CBT Test Tickets (FSA) or Student Authorization Tickets (NGSSS): Student test tickets contain login information for students. Each student must have a test ticket to log in to computer-based assessments. Test tickets are generated in TIDE or PearsonAccess Next and contain the following student information: district, school, last name, first name, date of birth, user name, grade, and FLEID. Test Group Code is a unique, four-digit number generated by the school assessment coordinator used to identify groups of students tested together. Required for NGSSS (CBT and PBT) and FSA (PBT). FSA CBT tests use the Session ID as the group identifier.

FSA Glossary PBT CBT American Institutes for Research (AIR): AIR is the assessment vendor for FSA assessments. Data Recognition Corporation (DRC): DRC is the vendor responsible for processes associated with paper-based FSA materials, including printing, shipping, receiving, and scanning. FSA Portal: Resources and information for district and school personnel are located on the FSA Portal, which is accessed at The portal includes links to the Test Information Distribution Engine (TIDE), Test Administrator (TA) Training Site, Test Delivery System (TDS), and the FSA Reporting System.

FSA Glossary PBT CBT FSA Reporting System: The FSA Reporting System delivers state, district, and school score results. Secure Browser: The secure browser allows students to access the computer-based FSA assessments. This software must be installed on all computers or devices that will be used for student testing. Session ID: Session IDs are unique codes generated by the Test Administrator (TA) Interface. In addition to their first names and usernames, students use the Session ID to log in to computer-based FSA assessments.

NGSSS Glossary PBT CBT PearsonAccess Next ( is a website used for test preparation, setup, administration, and reporting tasks for NGSSS EOC testing. Pearson Access Next Training Center provides an opportunity to practice PearsonAccess Next tasks and is the means of managing the Infrastructure Trial in preparation for testing. TestNav 8 (TestNav) is the platform that Florida uses for NGSSS EOC computer-based statewide assessments.

NGSSS Glossary CBT Proctor Caching is the process of loading test content locally on a computer for all NGSSS EOC computer-based testing at the school level.

Eligible students also include: Students who still need to pass an assessment for graduation purposes (FSA Algebra 1) Students who wish to earn scholar designation (standard diploma) and still need to earn a passing score on an assessment (Geometry, Biology 1, US History EOC) Students who have not yet taken an EOC assessment that needs to be averaged as 30% of their course grade Students who are in “grade forgiveness” programs and wish to retake an assessment to improve their course grades Students in a credit acceleration program (CAP) who wish to take an assessment to earn course credit

Students to Be Tested: ELL
PBT CBT English Language Learners (ELLs) Per District policy, all ELL students enrolled in tested grade levels and subjects are expected to participate in the statewide assessments no matter how long these students have been enrolled in a U.S. school. ELL students (Levels 1-4) must be provided with the allowable accommodations listed on Appendix A of the manuals. Test Security Policies and Procedures
PBT CBT Florida State Board of Education Rule 6A , FAC, was developed to meet the requirements of the Test Security Statute, s , F.S., and applies to anyone involved in the administration of a statewide assessment. The rule prohibits activities that may threaten the integrity of the test. Appendix C of the FSA and NGSSS CBT Manuals provides the full text of the Florida Test Security Statute and State Board of Education Rule. Please remember that inappropriate actions by school or district personnel can result in student or classroom invalidations, loss of teaching certification, and/or involvement of law enforcement.

PBT CBT After any administration, initial or make-up, secure materials (e.g., test tickets, used worksheets, used work folders) must be returned immediately to the school assessment coordinator and placed in locked storage. No more than three people should have access to the locked storage room. Secure materials must never be left unsecured and must not remain in classrooms or be taken off the school’s campus overnight. Any monitoring software that would allow test content on student computers/devices to be viewed or recorded on another computer or device during testing must be turned off.

PBT CBT Test administrators must not administer tests to their family members. Students related to their assigned test administrator should be reassigned to an alternate test administrator. A student’s parent/guardian should not be present in that student’s testing room. Admission of Students to Testing For security purposes, photo identification, such as school ID, must be checked before admitting unfamiliar students to a testing room.

PBT CBT Caveon Data Forensics The FDOE uses Caveon Test Security to provide its Caveon Data Forensics™ for all statewide assessments. Caveon analyzes data to identify highly unusual test results for two primary groups: Students with extremely similar test responses; and Schools with improbable levels of similarity, gains and/or erasures. Flagging only the most extreme results.

PBT CBT Proctors School Personnel May assist test administrators during test administration Duties may include preparing and distributing materials Providing accommodations Non-School Personnel May assist test administrators during test administration However, they may NOT participate in any of the test administration procedures (e.g., distributing and collecting test materials, providing accommodations) Volunteers (e.g., parents, retired teachers) may be trained as proctors and may perform non-school personnel duties.

PBT CBT Proctors Each proctor who monitors a testing room for any length of time must sign a 2017–2018 Test Administration and Security Agreement and the Security Log for that room. These forms are located in Appendix D of the Spring/Summer 2018 FSA and NGSSS CBT Manuals. Refer to the table below for the required number of proctors * FDOE strongly recommends that a proctor be assigned to rooms with 25 or fewer students whenever possible. PBT Test Materials Chain of Custody Form Maintain a Test Materials Chain of Custody Form, Appendix D of the FSA CBT Manuals and on the FSA Portal and PearsonAccess Next, Avocet. Used to track PBT test materials at all times, including: their location, the dates and times they are handled, and the names of the people performing various activities involving the materials. Retain electronic or hard copies of completed forms. Return originals in DAC-AR box.

PBT CBT Security Log Test administrators are required to maintain an accurate Security Log for each testing room. Anyone who enters a testing room for the purpose of monitoring a test must sign the log for that testing room: test administrators, proctors, and anyone who relieves a test administrator, even for a short break, regardless of how much time he or she spends monitoring a testing room. PBT CBT Electronic Devices and Breaks Determine your school’s policy for the storage of electronic devices (including smart watches) during testing. Direct test administrators on what to do if students have electronic devices in their possession before testing begins. Ensure that test administrators are aware of the policy that students are NOT allowed to access electronic devices at any time during a test session, including breaks. If a student accesses his or her electronic device(s) during testing or a break, his or her test must be invalidated. Ensure that test administrators are aware of how to secure a student’s computer or device during a break. For short breaks (e.g., restroom), it is recommended that a visual block be applied to the student’s computer screen or device. For longer breaks, it is recommended that the student pause or exit the test. Students will have to resumed after the break to continue testing.

PBT CBT Testing Rules Acknowledgment Test administrators are instructed to contact you if a student does not sign below the Testing Rules Acknowledgment. Any student who refuses to affirm the Testing Rules Acknowledgment should still be tested, but a record of the student’s refusal should be retained at the school.

PBT CBT Security Numbers School assessment coordinators MUST maintain test security by using the PBT test materials security numbers to account for all secure materials before, during, and after test administration until the time materials are returned to TDC. Test administrators MUST also maintain a record of the security numbers for all test materials assigned to him or her. If a test administrator receives PBT materials that are not already listed on their roster, the security numbers of those materials must be added to this record with the names of the students to whom the test materials are assigned. The security number(s) of the document(s) assigned to and returned by each student should be recorded and verified at the completion of each day of testing.

PBT FSA Security Numbers All PBT accommodations (regular print, large print, braille, and one- item-per-page) are secure documents and must be protected from loss, theft, or reproduction in any medium. A unique identification number and a barcode are printed on the front cover of all secure documents. The security number on FSA PBT documents consists of the last eight digits of the identification number.

PBT NGSSS Security Numbers All PBT accommodations (regular print, large print, braille, and one- item-per-page) are secure documents and must be protected from loss, theft, or reproduction in any medium. A unique identification number and a barcode are printed on the front cover of all secure documents. The NGSSS security number consists of a nine-digit number followed by a check digit.

PBT CBT Test Irregularities Test administrators should report any test irregularities (e.g., disruptive students, loss of Internet connectivity) to the school assessment coordinator immediately. A test irregularity may include testing that is interrupted for an extended period of time due to a local technical malfunction or severe weather. Report to SAET at and the FSA Helpdesk ( ) or Pearson Support ( ) any technical irregularities not resolved in a timely manner. School assessment coordinators must notify SAET ( ) of any test irregularities that are reported.

PBT CBT Security Breaches Test administrators should report possible breaches of test security (e.g., secure test content that has been photographed, copied, or otherwise recorded) to the school assessment coordinator immediately. If a security breach is identified, the school assessment coordinator must contact SAET at For all security breaches, a written report with supporting documentation must be submitted to SAET within 7 working days.

PBT CBT Invalidations The purpose of invalidation is to identify when the validity of test results has been compromised. Test administrators should discuss any situation involving possible invalidation with the school assessment coordinator, and the situation should be investigated immediately. For assistance identifying circumstances when invalidation is an appropriate course of action, review the guidelines in the Spring/Summer FSA and NGSSS CBT Manuals.

PBT CBT Receive Materials Verify that you have all necessary materials before testing begins. If you need additional work folders, order online under the TDC Documents webpage at Orders submitted before 3:00 pm will be available for pick up in 24 hours; order placed after 3:00 pm will require 48 hours processing. will only be sent by TDC when materials are on backorder. Important Note: Secure materials can only be delivered to or picked up by test administrators immediately before the beginning of each test session and must be returned immediately to the School Assessment Coordinator at the conclusion of testing.

CBT Materials: CBT Worksheets (Optional for US History EOC) CBT Worksheets are optional for US History EOCs. CBT Worksheets are one-page letter-sized worksheets. Students may use the front and back of the worksheet to take notes. The Testing Rules Acknowledgment is printed on the back of the CBT Worksheet. Worksheets are distributed to students at the beginning of the CBT test session. School assessment coordinators and test administrators must ensure that students have enough desk space to use their worksheets. Used worksheets are considered secure materials and must be kept in locked storage and returned in the DAC Box.

CBT Materials: FSA and NGSSS Work Folders CBT Work Folders are four-page folders that students may use to work the problems. The Testing Rules Acknowledgment is printed on page 2. The last page of the folder (back cover) is printed with graph paper. Distribute to students at the beginning of Algebra 1, Geometry, and Biology 1 EOC test session. Each student must be given a new work folder for each FSA EOC test session. Used work folders are secure materials and must be kept in locked storage and placed in the DAC Box.

PBT CBT Materials: FSA Scientific Calculators (Algebra 1 and Geometry EOC) Algebra 1 and Geometry EOC assessments include a calculator in the Test Delivery System (TDS). The calculator is only available for Session 2 of the FSA EOCs. Handheld scientific calculators may be provided to all students during Session 2 of the EOC only. Students who will test using paper-based accommodations MUST be provided handheld FSA Scientific Calculators during session 2 of the FSA EOC only. The Calculator and Reference Sheet Policies for Florida Standards Assessments (FSA) Mathematics Assessments document, available on the FSA Portal, includes a list of required and prohibited calculator functionalities, as well as a list of FDOE- approved calculators for the 2017–2018 school year. Providing a calculator with prohibited functionality or in the wrong test session (Session 1) is cause for test invalidation.

PBT CBT Materials: Four-Function Calculators (NGSSS Biology 1) Each school should have an adequate supply of handheld four- function calculators, for all students taking the Biology 1 EOC. No other calculators may be used. TestNav has a built-in four-function calculator. Students may use the built-in calculator, or they may use a handheld four-function calculator. Students who will test Biology 1 using paper-based accommodations must be provided handheld four-function calculators. Students with visual impairments may use the approved large key/large display four-function calculators or approved talking four- function calculators.

PBT CBT Materials: FSA Reference Sheets (Algebra 1 and Geometry EOC) Reference sheets are provided for the FSA EOC assessments in TDS for CBT. Schools may provide hardcopy reference sheets to students. Schools that provide hardcopy reference sheets must ensure that copies are available for all students taking the test. Any hardcopy reference sheets must be printed or copied from the files found on the FSA Portal. Schools may provide each student with a new copy of the reference sheet for Session 2 on Day 2, or they may return the same hardcopy reference sheet from Session 1 for students to use during Session 2. After students complete the test, test administrators must collect all reference sheets. Used reference sheets are secure materials and must be kept in locked storage and placed in the DAC Box.

PBT CBT Materials: Periodic Table (NGSSS Biology 1 EOC) The Periodic Table of the Elements for the Biology 1 EOC is provided only in an online format for computer-based testing (students with paper-based accommodations are provided paper copies). The periodic table is displayed in a pop-up window in TestNav. Schools may provide hardcopy periodic table to students. Schools that provide hardcopies must ensure that copies are available for all students taking the test. The periodic table is also provided in Appendix D of the Spring/Summer NGSSS EOC & Retake Manual. Used periodic tables are secure materials and must be kept in locked storage and placed in the DAC Box.

PBT CBT Student Demographic Information Prior to testing, ensure that all students are listed in TIDE and PearsonAccess and all information is correct, including any accommodations students will use for testing. CBT NGSSS: Manage Test Sessions in PearsonAccess Sessions created through the PreID upload have the following names to identify the tested subject: BIO-NGBIOLOGY1 HIS-NGUSHISTORY Note: The district-created test sessions can be temporary sessions for the purpose of verifying student information, or they can be the test sessions you plan to use for testing. Class is a required field in PearsonAccess Next. When students are added to PearsonAccess Next manually using the Create/Edit Student task, they are assigned to a class. Use the default class name: FLCLASS Mark a session PREPARED before it is proctor cached and started.

PBT Print PreID Student Labels for PBT Accommodations Schools will NOT receive PreID labels for students that were uploaded to TIDE or PearsonAccess eligible for PBT accommodations. FSA The FSA front cover of the FSA test and answer books do NOT contain bubbles to grid demographic information. FSA PreID labels are REQUIRED and must be used. On-Demand PreID Label must be printed and applied to the test and answer book. Students must still write in on the book: student name, date of birth, school name, district name, date, and test group code information. Refer to the TIDE User Guide for instructions on generating and printing PreID labels. NGSSS Optional: NGSSS PreID labels can be printed locally via PearsonAccess Next, refer to the PearsonAccess Next User Guide. Important Note: If you do not use a NGSSS PreID label, then you MUST hand-grid the student demographic information on the NGSSS student grid sheet.

CBT Advanced Session Roster for NGSSS CBT Tests An Advanced Session Roster is a list of all students scheduled in a NGSSS test session. The Session Roster may be used to record required administration information and should be used to confirm students have been assigned the correct form (Main or specific accommodated form-Text- to-Speech or Masking). To view an Advanced Session Roster, log in to PearsonAccess Next at go to Reports and select Operational Reports, then select Online Testing from the Report Categories and click on Advanced Session Roster.

PBT CBT Seating Charts Test administrators are required to maintain an accurate seating chart for each group of students in their rooms during testing. Ensure that test administrators record all information and that they create a new seating chart if the seating configuration changes during a test session. PBT CBT Assign Test Group Code (FSA PBT and NGSSS CBT/PBT) Test group codes are used to identify groups of students tested together and may be needed during investigations after testing to verify whether students were tested in the same room. School assessment coordinators create their own unique four-digit codes to provide to the test administrators. School assessment coordinators must ensure that each test administrator uses one unique four-digit test group code in his or her testing room. Each testing room must use a different test group code. Create new test group codes for make up sessions.

CBT Meet with Technology Coordinator It is important that technology coordinators understand their responsibilities before, during, and after an FSA and NGSSS computer- based test administrations. Review the instructions and information for technology coordinators (located on the FSA Portal and PearsonAccess Next), AND test administration and security policies and procedures included in the manuals. Technology coordinators are required to sign the 2017–2018 Test Administration and Security Agreement. Create a plan for handling technical issues during testing. The technology coordinator should also be involved in all planning meetings to provide input on logistics and resolve any network issues.

PBT CBT Prepare Test Settings, Computers, and Devices Provide rooms with comfortable seating, good lighting, appropriate temperature, adequate ventilation and free of distractions. Provide sufficient work space for students to use worksheets, work folders, reference sheets, periodic tables, and PBT accommodations, as applicable. Check the configuration of the testing rooms to ensure a secure environment during testing. Students must not be able to easily view other students’ test materials or computer/device screens (install visual blocks; e.g., file folders taped to sides). Check for and remove all unauthorized visual aids posted in classrooms or affixed to student desks. Before each FSA test session, test administrators should launch the secure browser on each computer or device.

PBT CBT Preparation and Training- Communicate to Parents/Students Electronic Devices Policy—If a student is found with an electronic device, the test must be invalidated. Testing Rules Acknowledgment—All tests include a Testing Rules Acknowledgment that reads: “I understand the testing rules that were just read to me. If I do not follow these rules, my test score may be invalidated.” Leaving Campus—If students leave campus before completing the test (for lunch, an appointment, illness, etc.), they will not be allowed to complete the test. Working Independently—Students are responsible for doing their own work during the test and for protecting their answers from being seen by others. If students are caught cheating during testing, their tests must be invalidated. Discussing Test Content after Testing—Please make sure that students understand this policy before to testing, a Remind students that discussing the items includes any kind of electronic communication, such as texting, ing, or posting to blogs or social media websites, etc. Not intended to prevent students from discussing their testing experiences with their parents/families.

PBT CBT Preparation and Training Train all test administrators and proctors, including non-school-based instructors (e.g., itinerant teachers). Train several additional employees to act as alternates. In the absence of sufficiently trained administrators, postpone testing until trained personnel are available. Ensure that all test administrators have active usernames and passwords to log in to TIDE. In addition, test administrators should access and become familiar with the Test Administrator User Guide (available on the FSA Portal) prior to testing and have access to it during testing. NGSSS Optional: Ensure TAs that have active usernames/passwords in Pearson to resume students tests, if needed.

PBT CBT Preparation and Training Be aware of the following policies, procedures, and instructions, and emphasize this information during training at your school. Schoolwide decision: Choose which Option A, B, or C at the end of the EOC scripts to read to students on what to do when they have finished testing. Test Administrators should: Use appropriate scripts, based on your schoolwide decisions above. Refer to the Test Administrator Checklist before, during, and after testing. Read and be familiar with all appropriate sections of the manuals. Know how to create, start, monitor, and close sessions in the TA Interface for the FSA EOC assessments.

CBT Preparation and Training Test administrators may be able to assist students with errors when logging in but should not try to resolve technical issues during testing. Determine how test administrators can get assistance during testing, if necessary. Ensure test administrators know they must contact you immediately when a test irregularity occurs. In the scripts, test administrators are instructed to contact you in the following circumstances. Provide instructions for how to handle these circumstances: A student has not participated in a practice test session. A student has trouble logging in the first time or is logged out of his or her test more than once. A test administrator does not have a test ticket for a student.

CBT Preparation and Training (cont.) Provide instructions to TAs for how to handle these circumstances: A First Name, Last Name, or FLEID is not correct (e.g., misspelled) on the test ticket. A student is in the wrong test or the wrong accommodated form. A student refuses to acknowledge the testing rules. A student is unable (e.g,. too ill) to begin or finish the test. If a student working in Session 1 goes on to Session 2 on the same day and it is discovered during testing. A disruption occurs (e.g., a technical disruption, power outage, disruptive behavior). A student has not completed the test at the end of the allotted time and will need additional time to continue working.

CBT Arrange CBT Practice Tests for FSA and ePATs for NGSSS All students who will participate in a CBT test for the first time must participate in a practice test conducted at their school. Exception: Students who have already taken an EOC practice test for a particular subject this school year. Contains sample test items and will help familiarize students and test administrators with the CBT tools, and the process for responding to items. Practice on the type of computer or device students will use for testing (e.g., PC, tablet, laptop). Students with CBT accommodations (e.g., text-to-speech, masking) must practice using an accommodated practice test. Practice scripts are posted on the FSA Portal and in PearsonAccessNext.com. Work folders, worksheets, are not provided for practice tests. Instruct students to bring their own scratch paper and pens/pencils.

CBT Supervise Test Administration and Maintain Test Security Ensure that a clock is visible so that students are allowed the correct amount of time indicated for each test session. Starting and stopping times should be displayed for students according to the instructions in the test administration script. If the Internet connection is interrupted, the test administrator should contact you or the technology coordinator for assistance. Test administrators should contact you or the technology coordinator if an error message appears on a student’s computer screen or device during testing and he or she cannot resolve the issue. If a technical issue interrupts testing and is not able to be resolved quickly, contact the FSA Help Desk at or Pearson Customer Support at and notify SAET at immediately.

CBT FSA EOC Create a request in TIDE to Re-open a Test Session or Re-open a Test for students who need to return to a FSA test session after mistakenly submitting it (same day only). Re-Open a Test: re-opens a test that a student mistakenly submitted early. The student’s test must be in Completed, Submitted, or Reported status. Re-open a Test Session: re-opens a test session when a student inadvertently starts an incorrect test session. Requester will indicate which session should be opened. Restart a Test: Allows the student to restart a test from the beginning. This request deletes all student responses. Must be approved by FDOE. Restore a test that has been Restarted – Allows the student to revert to the original test opportunity from before the test was restarted. Must be approved by FDOE. CBT FSA in TIDE: Monitor student progress and test completion rates for CBT. Use Participation Reports to track completion rates and determine which students still need to be tested. See TIDE User Guide for more information. NGSSS in PearsonAccess Next: The Proctor Caching computer must be turned on and the Proctor Caching software must be active during testing. Start Test Sessions—before students can begin the test. Monitor Session Status—keep track of each student’s testing statuses Resume Students’ Tests—for students who have exited (intentionally or unintentionally) and will finish later. Undo Test Submission - If a student submits the test and needs to return to testing the same day, contact SAET at

PBT CBT Schedule and Supervise Make-Up Test Administrations Ensure that all test security and test administration policies and procedures are followed while conducting make-up tests. Be available to assist test administrators as needed during make-up test administrations. Two-session tests must be administered over two days (with Session 1 administered on Day 1 and Sessions 2 on Day 2). Students with extended time accommodations may test one session per day. Any students absent for a session may not participate in the next session until they have completed the session that they missed.

PBT CBT FSA: Update Student Information in TIDE If student information is discovered to be incorrect during testing, update the information in TIDE immediately following test administration. Invalidate tests, if needed. You will need the student’s FLEID number or Results ID and the reason for invalidation. Refer to the TIDE User Guide. Invalidations must be entered by the last day of the test administration window. FSA and NGSSS: Record Accommodations Ensure that all accommodations provided to and used by students are recorded on each record of required administration information, as applicable. This documentation may be necessary in the case of investigations regarding possible test irregularities.

CBT NGSSS EOC: Close out activities in PearsonAccess due by 4:00 p.m. on the final day of the testing window on July 20: Mark a Student’s Test Complete If a student exits and will not resume testing or if a student accidentally exited a test instead of submitting, manually mark that student’s test complete. Stop Test Sessions All students must be in Completed or Marked Complete status and Ready students must be removed to manually STOP a test session. Invalidate Student Tests Students must be in completed or marked complete status to invalidate a test. Update Student Information Edit demographic fields once a student is in Completed or Marked Complete status.

PBT CBT Follow these steps as you receive materials from test administrators: Verify that all secure materials have been returned. Notify SAET immediately at if any secure materials are missing and complete the necessary investigation. Make copies of the following completed documents and file the copies: Chain of Custody forms School Procedural Checklists Test Administration and Security Agreements and Test Administrator & Prohibited Activities Agreements Security Logs and Seating charts Records of required administration information Return the originals in your District Assessment Coordinator (DAC-AR) Box according to the instructions on the “Friendly Reminders”. Verify that PBT Accommodations “To Be Scored” test books have the correct PreID Label attached. Note: For the NGSSS “To Be Scored”, verify a PreID label is attached or that all demographic fields are bubbled correctly.
