NOTE: Before presenting this lesson, instructors must thoroughly prepare by studying this lesson and indentified reference materials. Throughout this lesson, solicit from students the challenges they experienced in the current Operational Environment (OE) and what they did to resolve them. Encourage the students to apply at least 1 of the 8 critical variables: Political, Military, Economic, Social, Information, Infrastructure, Physical Environment, and Time. MOTIVATION: The Army’s current system for managing enlisted assignments, promotions, and personnel information is the Enlisted Distribution and Assignment System (EDAS). EDAS also helps Human Resources (HR) managers at all levels conduct strength accounting, Unit Status Reports (USR), and personnel readiness management. EDAS is used for reporting, selecting, assigning, and utilizing the Active Army (AA) enlisted personnel, excluding initial entry training (IET) Soldiers who are governed by AR 612–201. 3 EDAS Purpose and Functions
The Enlisted Distribution and Assignment System (EDAS) is a real time, interactive automated system used to distribute and assign the enlisted force Issues assignment instructions via automated data transmission (ADTRANS) that arrives in the field as eMILPO output Provides EPMD and field users authorizations and assigned/projected strengths by MOS, Grade, SQI, ASI, and Language Provides enlisted strength management information to field commands Provides interactive update capability to post information directly to the TAPDB for authorized users, including field users, to delete or defer Soldiers SHOW SLIDE 3: EDAS Purpose and Functions Learning Step / Activity 1. EDAS is the distribution and assignment system for enlisted Soldiers. It is an automated program that: (1) Is used to distribute and assign the enlisted force (2) Issues assignment instructions via automated data transmission (ADTRANS) that arrive in the field as electronic military personnel office (eMILPO) output (3) Provides Enlisted Personnel Management Directorate (EPMD) and field users; authorizations and assigned/projected strengths by Military Occupational Specialty (MOS), Grade, Skill Qualification Identifier (SQI), Additional Skill Identifier (ASI), and Language (LANG) (4) Provides enlisted strength management (ESM) information to field commands. NOTE: If additional guidance is needed see pg 3 of the EDAS functional guide. b. EDAS provides interactive update capability to post information directly to the total Army personnel database (TAPDB) for authorized users, including field users, to delete or defer Soldiers under listed assignment considerations for stabilized periods for selected units, agencies, and activities, and special category personnel and positions. Commanders (CDRs) may request stabilization for personnel within their organizations, certain approved positions within a unit, and units.

Obtaining access to EDAS, PERNET, eTOPMIS, eMILPO, and TOPMIS II is now done through the Army Human Resources Command User Registration System (HIMS). NOTE: Click “URL: Click “Self-Service” from there Click “HIMS.” (Human Resources Command Identity Management System) NOTE: HIMS is an automated system for requesting security access to the different information technology (IT) systems administered by the Army Human Resources Command AHRC (ie. TOPMIS, EDAS, COPS, etc). b. HRC has taken the initiative to reduce administrative and operational costs associated with security provisioning, reduce the time required to provision access to all the disparate Personnel and Information Technology (IT) systems within HRC, and implement an Identity and Access Management (IAM) system that provides role based account management across disparate platforms.

SHOW SLIDE 5: Request Accounts in PERnet/EDAS (2 of 4) NOTE: The terms Personnel Accounting System (PAS) Chief, Information Assurance Security Officer(IASO), and Sponsor are interchangeable throughout this lesson and will be referred to as “Sponsor.” c. For all Sponsors, you must sign in to the system to manage your users.  This is under the HIMS Report tab. In order to streamline the current process and eliminate waste, while maintaining the integrity of the database, the following policies and procedures are adjusted: (1) The IASO will now be identified as “Sponsor.” HRC is aware that the majority of the Sponsors requesting access to HRC systems are PAS Chiefs located within HR work centers and normally appointed by commanders. The term Sponsor will include this population, as well as, the traditional IASO located in an IT work center (2) The security manager’s signature is not required on an application. This does not negate the requirement to ensure a user has a favorable NAC (3) The Sponsor’s signature is not required. Sponsors will be granted administrative rights to the system and be able to request accounts. This access will be restricted to Sponsors and system administrators.

SHOW SLIDE 6: Request Accounts in PERnet/EDAS (3 of 4) Accounts will be provisioned based on the alignment of categories (PSC Code, Echelon, Duty Position, Work Section) (1) Field users will need to coordinate with the applicable HRC agency to adjust permissions to an account (2) The system will authenticate Sponsor and User information against Army Knowledge Online (AKO) and auto-populate personal data. Incorrect data should be corrected through AKO (3) The system will provide routing of access requests based on business process or work flow. NOTE: Log-in procedures: Access HIMS at and enter your CAC PIN. The ID will be your AKO ID The initial password is the last four of your SSN.  You will then be prompted to create a new password.  After disclaimer (please read), there will be one of the following messages: “Acknowledge and Proceed” this message appears if you are registered in HIMS. Click on the “HIMS’’ button to enter. “You must contact your Sponsor to gain Access” this message appears if you are not registered in HIMS. You must contact your Sponsor to request registration in HIMS.

Those personnel whose profiles are not loaded in the HIMS database must contact their servicing PAS Chief. NOTE: If you have issues with establishing accounts, send an to: NOTE: Each user is responsible for ensuring that the information contained within their AKO profile is complete and accurate at all times. (HIMS will auto populate the screen from the individual’s AKO profile, therefore, if the AKO information is incorrect the HIMS information will also be incorrect.)

Both connections require installation set-up through IMO/IASO personnel. Students will be shown both configurations; however, QWS3270 will be the classroom protocol. a. Citrix is an Electronic Human Resource Command (eHRC) Interface. This tool is used for connecting to HR databases: EDAS, PERNET, eTOPMIS, eMILPO, and TOPMIS II. b. QWS3270 has been loaded to your desktops. This will be the preferred method for classroom instructions. (1) To access EDAS, your computer information tech should have installed a program called QWS3270 on your computer (2) Locate the QWS3270 icon and double-click it to access EDAS.

To access EDAS using CITRIX , click on the following URL: (1) Select the PERnet icon, if certificates are not installed proceed to step two (2) Administrator rights are required for download DoD Root Certificate, if you do not have administrator rights proceed to step three (3) Request assistance from S6 to download it to your computer for easy access. (a) The S6 will install the webclient activeX / install the Citrix Presentation Server Web Client for Windows (b) If prompted with: Invalid client name. Enter a name for your computer (set CLIENT_NAME) or set ENABLE_DYNAMIC_CLIENT_NAME to Yes (c) Have the IMO log in (d) Go to and download the XenApp Plug in for Hosted Apps version All Languages (e) Run it but during the install only install the citrix XenApp Web Plugin portion (f) Use machine as client name (g) Do not use the local user name and password to login to the XenApp server (h) Switch user back to the person needing CITRIX and go from there. Once that's complete, user’s have access with CAC login.

Students will be given the appropriate logins and passwords for obtaining access to PERnet and EDAS, however, it is important as HR professionals to know where to get the software and how to install it . d. To access EDAS using QWS3270 download the “IASO Software” to computer desktop. (1) Additionally, the QWS3270 Secure Program can be downloaded and installed from the website by clicking “My Record Portal”, entering your AKO Userid and password, and selecting PERnet/AORS under Self-Service applications (2) The directions must be followed completely in order to establish a SECURE connection to PERnet. PERnet users are now required to access the system using this new software (3) The network administrator must open the port to support Secure Telnet to the PERnet system. Local policy may dictate that the system administrator be the only person authorized to install software to Department of Defense (DoD) computers. The battalion (BN)/brigade (BDE) or local information technology (IT) department or G6/S6/Signal personnel may need to install QWS3270 . (1) Save the QWS3270 (PERNET/EDAS) application to the computer desktop, open and follow the prompts (2) To launch the application and connect to the host terminal , it is necessary to have internet connectivity.

Have the students log into the Training Database with their student accounts . The instructor should log into the training database using his/her account. Ensure the students are able to follow along as the instructor navigates through the system. a. Locate QWS3270 secure icon on your desktop (1) Double click on the QWS3270 secure icon (2) Use the down arrow to select session name. b. Select the EDAS/PERNET session (1) Verify the IP address to ensure you have selected the right session (2) Leave the remaining options at the values already selected and click “Connect.”

Password Standards All passwords must be 8-12 characters in length May not have repeating characters May not have vowels Is case sensitive and must have at least 2 alpha characters, 2 numeric characters, and 2 special characters of your choice, as long as they follow these rules (Note: The ! characters can’t be next to each other nor can # and $ or % and ^ etc, etc.) All passwords are valid for a maximum of 60 days A history of 4 passwords is kept by the system SHOW SLIDE 14: Establish Connection to EDAS (4 of 11) Note to Instructor: Give passwords to students after providing the password standards. Password Standards (1) Create a password that is 8-12 characters, with no vowels, two special characters, two alpha characters, and two numeric characters (2) The password is case sensitive (3) Select “Enter.” (4) Re-enter the new password when prompted. Note to Instructor: The TRAINING PERNET PASSWORDS expire after 60 days. The default password for PERNET will be the same as the PERnet ID with a “$” as the eighth character (i.e. ALBNKC1$). The system will state that the password has expired and request that a new password be created. A total of 4 passwords are stored in the password history log – so once you have used all 5, start back at #1. Use the passwords in sequence. PERnet passwords:       $#21ZXcv VCxz$#21 MNbv98&^

TRCLS01: Student accounts ( where “CL” is the 2 digit classroom number and characters 6&7 are students ) Default password: The User ID followed by “$” example TR06S01$ ( student 01 in classroom 06) All Users change Password to: i. EDAS Main Menu Displayed are the basic EDAS data screens and fields. These are the most frequently used subsystems for strength management which include: Assignment - Inbound gains Management - Authorizations, Targets and Projections, plus World-Wide strengths Organization - UICs, DMSLs, DMLs, Command Codes, PSC and PPA Codes Personnel - Assigned personnel and losses Requisition – Open requisitions NOTE: The EDAS Main Menu screen displays all available subsystems applicable to each user. Each subsystem has one or more functions within that subsystem. For example: typing an “A” in the “enter option desired” input field will take you to the assignment subsystem with applicable functions.  You may also use the “WHERE NEXT" input field (bottom right side of the screen) to take you to another function. For example: if you want to go to the personnel query function of the personnel subsystem, type "pq" in the “WHERE NEXT" input field and press the “ENTER" key. NOTE: The students will visit the sub-functions in more detail later in the lesson. Continue to the log-out procedures.

Note to Instructor: Direct the students attention to the top left of the screen; the function will be displayed here applicable to each user. (ie. SHOW SLIDE 22: CHECK ON LEARNING NOTE: Instruct students to log back into PERnet and EDAS without locking themselves out and return to the EDAS Main Menu. Note to the Instructor: After an unsuccessful attempt to log-on to PERnet, the system will prompt the student to change passwords. Remember to use the ones in sequence listed on Slide # 7. Note to the Instructor: After an unsuccessful attempt to log-on to EDAS, students will receive an error messages that displays “invalid sign-on attempt.“ Have the students type “logoff” directly over the word “invalid “at the top left of the screen. Press “ENTER.” The students will be re-directed to the EDAS log-on menu.

EDAS Main Menu Help Function (HK) SHOW SLIDE 24: Perform EDAS Functions (2 of 22) Note to Instructor: Before the students begin the exercises of Learning Step / Activity 3 “Perform EDAS Functions”, provide a demonstration on how to interpret and identify unfamiliar terms and acronyms using the Help Function (HK). The KEYVALUE SEARCH allows the user to retrieve codes, values and definitions from the HRC editing system and TAPDB. b. Select the desired submenu by placing the numeric or alpha character on the “ Enter Option Desired” and press “ENTER.” Press “F1” to obtain additional information on what the subsystem allows the user to do. Press “F3” to return to the EDAS Main Menu and select another option. At the “Where Next” line type in the alpha characters and press “ENTER”, if you know your desired location c. Have the students enter “PE” at the “WHERE NEXT” line and press “ENTER” to go to function “Personnel Subsystem” sub-function “EDAS Soldier Record.”

Have the students enter “HK” at the “WHERE NEXT” line to identify the value and meaning of “PMOSEN.” (1) The top part of the screen is used when the “Data Element (SNAME)” and the “Data Element Value (FDVAL)” are known. Type “SNAME” = PMOSEN and ”FDVAL” = 09D and press “ENTER.” (2) A screen will appear that identifies the SNAME and Code Data. Tell the students to view the Title and Abbreviated Code Definition. NOTE: Have the student press “F3” and type “HK” at the “WHERE NEXT ” line to do a Keyvalue search using the bottom part of the screen. (3) The bottom part of the screen is used when the Data Element (SNAME) is known and the Data Element Value (FDVAL) is not. Type Element (SNAME) = PMOSEN and Enter a Search String (Keyword) = _\ and press “ENTER.” Note to Instructor: Ensure the students pay attention to detail and use the forward slash (\) versus the backward slash (/) and the (_) space. (4) A screen will appear that identifies multiple values for the SNAME and Code Data. The students may press enter to view all the records found and displayed at the bottom of the screen. RQCNSN: Requisition control - serial number, The requisition gaining personnel management activity requirement date and serial number uniquely identifying the personnel requisition which has been submitted. Contains: RQPMAE – 1st two characters are the Requisition Gaining Personnel Management Activity – Enlisted. The PMAE which will gain an enlisted service member when the requisition is filled , YMRQC – The third thru sixth characters are the Year and Month the requisition was created, RQSNBR – the last for characters is the Requisition Serial Number, series of numbers indicating a place in a series within a cycle which uniquely identifies a requisition. RQPRCE: Requisition Position Requirement Code, Enlisted - the position requirement code required by the position for which an enlisted personnel requisition has been submitted. PPSPQE is the Primary personnel specialty qualification, enlisted - a data chain consisting of primary military occupational specialty - enlisted, individual skill level, control special qualifications identifier - enlisted, control additional skill identifier - enlisted and control language identity which is of first significance to manage and distribute a Soldier.
