Project Scope Project Limits –North Street – Wood Avenue to St Joseph Avenue Reconstruction of: –Storm sewer mains, leads & catch basins –Sanitary Sewer Mains & Laterals –Water Mains & Laterals –Removal and reconstruction of a new street Construction of a new roadway base. Construction of a new asphaltic surface. Construction of new Sidewalks –Other utilities scheduled for replacement during the reconstruction project:. Sequence of Events Design (Dec 2013 – Feb 2014). Calculate Estimated Special Assessments (March 2014) Plan preparation for Bidding (March 2014). Award Project (Mar / Apr 2014). PIM with chosen contractor (April / May 2014). Begin Construction (May 2014). Complete Construction (September 2014). Finalize quantities (Nov – Dec 2014). Final project review & warranty repairs (2015). Mail final assessments (January 2015) Note as with any construction project time schedules can and do change. City of Marshfield, Engineering Division

Access Considerations Our goal is to try to be accommodating as possible during construction. (note: access can not be maintained at all times) Sidewalk will remain intact as long as possible to assist with access. We would like to know if you may require special access during construction due to a disability. Do you receive deliveries that may be impacted by construction such as meals on wheels. What to expect during construction? Private utility companys will be replacing their utilities such as gas. Dusty, noisy, muddy (water is sometime used to keep the dust down). The Engineering Division will have staff on site during construction for inspection (you may bring your concerns to their attention also). City of Marshfield, Engineering Division

Funding Street –Per City of Marshfield Ordinance street construction is assessed as follows: –1/3 of the cost for street construction is assessed to property owners on one side, 1/3 is assessed to the property owners on the other side of the street and the remaining 1/3 is funded by general tax dollars. –Corner lots (Sideage) is assessed at 75% for commercial and 50% for residential. Street Assessments are prorated upon a 40 year life span. –Sanitary Sewer Laterals are assessed 100% to the owner. A credit is given based upon a 75 year life span. –Water Laterals are assessed 100% to the property owner from and including the curb stop to the building. No credits are available for water laterals. –Driveway Aprons are assessable: They are prorated based upon current condition. –Sidewalk is assessable: Only the sections of sidewalk that do not meet the current sidewalk maintenance standards are assessed. –Items that are not assessable: Sanitary Sewer Mains Water Mains Storm sewer mains City of Marshfield, Engineering Division

Special Assessment Payment Options Estimated –The estimated special assessments will be calculated and mailed prior to the start of construction. Final –Final assessments calculated and mailed in early 2015. Payment Options –Pay the entire amount 90 – days from date final special assessment is mailed. –Special assessments can be placed on the tax roll an paid over a specified time frame as follows: $ 0 - $ 500 1-Year $ 501 - $ 2000 5-Years $ 2001 - $ 20,000 10-Years $ 20,001 - greater 20-Years –Note: special assessments places on the tax roll for payment are charged interest set by the common council. Typically this rate is 1.5% over the interest rate for that years borrowing. Last years interest rate was 4.16%. City of Marshfield, Engineering Division

Sanitary Sewer Lateral Replacement Policy Now would also be a good time to review the condition of your sanitary sewer lateral. The City of Marshfield Waste Water Utility will televise your sanitary sewer lateral at no cost to the homeowner. –Access to the cleanout is necessary –If you have had root problems in the past they will need to be removed before the televising can be effective. As part of the project the City will be replacing all sanitary sewer service laterals within the right of way as a part of this project.. To schedule the televising please contact the Marshfield Wastewater Treatment Plant at (715) 591-2022. Sanitary Sewer Lateral – Private property replacement pilot program. –The City of Marshfield will forgive the special assessment for the Sanitary Sewer Lateral ONLY (the portion from the main to inside the property line if the property owner replaces the remaining sanitary sewer lateral into the basement. What can you do to prepare for the project? Begin financial planning for the assessment. Coordinate utility replacement and other construction plans you may have. Ask questions; inform staff of your concerns. City of Marshfield, Engineering Division

Resident / Business Questionnaire Information we need from the property owners for design Items not located by Diggers Hotline. Sump pump discharge service line – Does your property have a sump pump and where does it discharge? Roof storm water collection is this piped through the building and where does it exit. This will help us determine where storm water laterals should be placed and the size required. Private underground utilities - Buried irrigation systems or buried underground power (owned by the property owner). Issues that you believe should be reviewed in the design process that could impact construction. If there are unknowns to any of the items noted above we are very willing to assist you in determining where such services exit your building. The more we know helps keep costly change orders to a minimum and reduces construction delays. City of Marshfield, Engineering Division

Property Owner Contact Information During the design and construction process questions do arise for our designers and construction inspectors. Having your contact information will help our staff address issues in a timely and efficient manner. Please verify your information on our mailing labels. Make any corrections necessary and please provide the following information. (if you know your neighbors information and they could not make it to this meeting please provide what you can).
