3 Town of Mount Airy Main Street Water Main Replacement Phasing of Project Phase 1 is complete Phase 2 is nearly complete, except for sidewalk and paving improvements Phase 5 is currently under construction Why Phase 5 before Phase 3? Phases 3 & 4 will occur this spring/summer 2013

6 What are the limits of construction? – Elevated tank at Mt Airy Locker to elevated tank at Mt Airy Inn – Side street water mains to outside Main Street right-of-way – Water service connections to outside Main Street right-of-way

7 Town of Mount Airy Main Street Water Main Replacement When is construction anticipated? – Phase 1 (Completed) – Phase 2 (Paving/Sidewalks Only Remaining) No interruptions to May Fest, Chili Cook-off or other Downtown Event – Phase 5 (Walmart property) Currently under construction Limited work during freezing weather – Phases 3 & 4 (Walmart property to Paradise Ave) Spring/Summer 2013

8 Town of Mount Airy Main Street Water Main Replacement How much disruption will there be to sidewalks? – Temporary water bypass – Expose service connections – Replace water service – Backfill and repair s/w

9 Town of Mount Airy Main Street Water Main Replacement What types of disruptions are to be expected? – Construction Noise (to be expected) – One lane (slowed) traffic; never fully blocked – Exposed bypass piping and services; lines to be strategically-located, buried or ramped for walkability – Limited water outages; businesses not to be impacted during business hours

11 Town of Mount Airy Main Street Water Main Replacement What portion of the water services are the responsibility of the property owners? – Town is responsible for service lines from street to property line near curb/sidewalk – Property owners are responsible for the remainder to the building

12 Town of Mount Airy Main Street Water Main Replacement Will the new water main installation uncover problems on the property owners portion of water services? – Unfortunately yes – Many lead or galvanized water services – Age and limited life expectancy

13 Town of Mount Airy Main Street Water Main Replacement Will any properties not located on Main Street be impacted by this project? – Yes, all side streets within limits of construction – Depends on location of isolation valves

14 Town of Mount Airy Main Street Water Main Replacement Is the Town considering alternative work schedules such as night time? – All remaining work other than business connections or side street tie-ins will be done during the day time

15 Town of Mount Airy Main Street Construction Update What other projects will be affecting Main Street in the near future? – Prospect Storm Sewer December 2012 – March 2013: Town and MDSHA are jointly installing a new storm sewer system from Center St, down Main St to Prospect Rd and into Prospect Park – SHA MD808 (Main Street) Sidewalk Improvements Summer 2013: MDSHA will be replacing many downtown sidewalks and handicap ramps and resurfacing the road – Flat-Iron Building Improvements Feasibility study and conceptual phase is underway

16 Town of Mount Airy Prospect Road and Main Street Storm Sewer Phasing of Project – Phase 1 (Prospect Rd) About 80% complete Paving and sidewalk improvements coming soon – Phase 2 (Main Street) Will start at Prospect Rd. and move toward Center Street Some night work and lane closures expected At no time will Main Street be closed entirely Mid-February – March 2013

19 Town of Mount Airy MD 808 (Main Street) Sidewalk Replacements Background MD State Highway Administration has funding to make Americans with Disabilities Act (ADA) improvements The majority of downtown sidewalks between Hood St. and Prospect Rd. will be improved All property owners within the project scope concurred by signing agreements Detailed drawings of the project scope may be viewed at Town Hall

23 Schedule Construction set to begin July 2013 Scheduled construction will take 60 working days or an estimated three (3) calendar months Project hours: Mon – Fri from 9:00AM – 9:00PM No interruptions to Celebrate Summer, Firemans Parade or other Downtown Event – Special project hours: 9AM – 3PM on event days Note: No work for the construction of the retaining wall will commence before July 29, 2013

24 Town of Mount Airy MD 808 (Main Street) Sidewalk Replacements Concerns Q: Will parking be returned to normal at the end of the work day? A: No there will be single overnight periods that on street parking will not available at various portions of the proposed construction due to concrete curb & gutter and sidewalk placement. Q: Are you going to minimize the number of parking spots that are closed at any one time during construction? A: We have notes on the plans stating that the contractor is only allowed to work on one side of the street at a time; we do not further restrict his limit of work.

25 Town of Mount Airy MD 808 (Main Street) Sidewalk Replacements Concerns Continued… Q: With the exception of the retaining wall area, will the sidewalks be replaced within 24 hours of their removal? A: Yes they will, there is a note regarding this time limit on the plans. Q: Where the retaining wall is installed, how may these businesses continue to be accessed? A: We have a note that covers providing temporary access to any structure within the limits of work, although it will be impossible to provide full access to the every entrance 100% of the time. The contract documents specify that the contractor provide an accessible pedestrian route to the maximum extent feasible. The Contractor, Town, business and property owners will work together to coordinate best times.

26 Town of Mount Airy Flat-Iron Building Improvements Background May 2012 – A structural assessment identified several major building maintenance needs Fall 2012 – An internal needs assessment listed other site and building needs Feb 2013 – Town Council approved a feasibility study and conceptual design phase – Town and Towns consultant look towards any other input from the community – A minimum of three (3) options will be created and presented to the Town

27 Town of Mount Airy MD 808 (Main Street) Sidewalk Replacements How is the Town communicating these projects? – July and August 2012 - Town has implemented an ad & flier campaign (Paper and Billboard Ad) – Fliers will be updated by June 2013 – Press release informing and encouraging business – Advertisement in local paper(s)
