3 Duty in Connection with Fitting-Out (ACC 106) - PCD
Entitlement Yes/ No Remarks Transportation (In kind/MALT) – 24 cents/mile (JFTR U2605) Yes * A member may elect to: a. Travel by POC (JFTR U5105-B); b. Procure common carrier transportation (JFTR U5105-C); or c. Be provided transportation in kind (JFTR U5105-D) Per Diem (Standard CONUS Rate) FY 12 - $123/day (JFTR U5105B-2) Standard CONUS Per Diem for each day travel is allowed. No need to keep receipts for lodging. Member has to perform actual travel for time allowed to receive maximum entitlement. Per Diem No No per diem is allowed after reporting in ACC 106. Travel Time (JFTR U3025C & U5160) Privately Owned Conveyance – 350 miles/day. If the excess distance is 51 miles or more, one additional day of travel is allowed. Commercial Transportation – 1 Day Travel Time in CONUS Dependent Travel (Per Diem and Mileage (provided member is not in same vehicle) (JFTR U5200) If dependent is acquired “on or before” to effective date of orders (the date the member is required to begin travel from the old PDS). Dislocation Allowance (JFTR U5600) Yes If household goods moved at government expense and does not occupy government quarters at new PDS. Includes member authorized short distance HHG move at government expense. * If Last Permanent Duty Station is outside Geographical area of New Permanent Duty Station. Family Separation Allowance -Restricted (FSA-R) $250/Month (DODFMR Vol 7a, Chapter 27) If dependent is acquired “AFTER” to effective date of orders (the date the member is required to begin travel from the old PDS) and movement of dependents is not authorized at the cost of the government. If member is precluded from movement of dependents to new PDS . If member married to another member regardless of whether the member has any non-active duty dependents, when all other general conditions are met and provided members were residing together immediately before being separated by reason of execution of military orders . If transportation of dependents is authorized at government expense, but member elects an unaccompanied tour of duty because a dependent cannot accompany the member to or at that homeport/permanent station due to certified medical reasons, regardless of the date on which the member first made the election to serve an unaccompanied tour. This travel must begin within 1 year from the ship’s commissioning effective date (60 Comp. Gen. 561 and 564 (1981)). Reporting to Precommissioning Unit (Shipyard)

Ship is placed in this status upon successful completion of LOA. BAH Partial started for all not entitled to BAH – Single or BAH – With Dependents. Special Duty Assignment Pay For all entitled, e.g. CMDCM, IDC, SAR Swimmers, etc. Basic Allowance for Subsistence (BAS) Entitled until Crew Move Aboard. Meal Deductions start on date of Crew Move Aboard from all enlisted personnel. Geographical Bachelor Travel (JFTR U5222M & U7115) Former ACC 106 Personnel will continue entitlement. Former ACC 352 Personnel entitlement begins on the 31st day after SCT and every 60 days thereafter. Must use before sailaway. Family Separation Allowance – Ship (FSA-S) $250/Month Starts on SCT for members with dependents. Per Diem No * All Per Diem stops. * Member entitled to 75% of meals and incidentals on the day of SCT.
