2 JEFFERSON TAKES OFFICE
Jefferson considered his election a revolution, wanted to limit government Cut debt, & spending, cancelled whiskey tax and no standing army Judiciary Act of passed by Adams it created 16 new federal judges, Jefferson immediately repealed this act & the judges. Congress impeached judges including Supreme Courts Samuel Chase but he was not removed, precedent can only be removed for criminal behavior.

J. 1803 Courts role began to change Marbury had been appointed by Adams but Madison failed to deliver the order, he sued to have it delivered, court refused Established the right of Judicial Review- the ability to decide constitutionality of laws

4 LOUISIANA PURCHASE Louisiana owned by the French after returned by Spain. Jefferson unhappy Robert Livingston tried to block deal & was there in 1803 when Napoleon sold Louisiana to avoid U.S./British alliance $15 million to double U.S. territory & MS River Congress funded secret expedition “corps of discovery”, Lewis & Clark were to explore & find path to the Pacific

They met up with Shoshone woman who acted as guide (Sacagawea) Eventually traced Columbia River to the Pacific, gave U.S. greater knowledge & claim to the Oregon Territory Zebulon Pike also explored the Great Plains & Rocky Mountains, TX, Rio Grande

6 ESSEX JUNTO BURR VS HAMILTON Worried that New England would lose its influence to the west & south this was a movement to take New England out of the Union. Burr ran for Governor of NY, Hamilton called him dangerous & Burr challenged him to duel. Burr killed Hamilton was tried for treason but was found innocent

7 INTERNATIONAL PROBLEMS
War between France and England initially helped U.S. merchants British rules v French rules either way US loses British started practicing impressment. British attack US ship Chesapeake & impress four sailors, Jefferson retaliates w/embargo act of 1807 Congress repeals before next election b/c it is so unpopular.
