Process Map and Mayor’s Developers Roundtable Intro Good evening Mayor and Council Members! I am grateful for the opportunity to present to you and the public a progress report on the Building Inspections Division Process Map and the Mayors Developers Roundtable. This started when Mayor Patel’s shared his vision of having the city work with the developers. To be a partner with the development community. This is a journey with endless possibilities, and I am excited to continue to move forward with it every day. We are shifting our paradigm from being the Inspectors to becoming the “HELPER” or “CONCIERGE”.

Step one - Process map The entire development procedure was put on paper Identified what was working and where we can improve Include the Development Community for suggestions The first step was to come up with our process map In developing the Process Map, which is posted on the south wall behind me, we wanted to include EVERYTHING. We are providing a map to guide developers through the process with all departments and to be as clear as possible. Encourage communication with developers, architects, engineers, contractors and staff It Helps us ---- Identify what worked, what needed improvements, and identified what was not clear. Increase efficiency in the permitting process, and inspections

Certificate of Occupancy A series of 5 flow charts designed to explain the entire process of how to develop on South Padre Island. Begins at the “IDEA” phase Ends with the issuance of a Certificate of Occupancy Provides an explanation of how to: Obtain permits Request inspections Know which inspections are required

Improve Communication Efficiency in Permitting and Inspections Encourage Development Public Health and Safety Ordinances and Codes We uphold the responsibility of maintaining the public health and safety and follow our ordinances and codes At the same time, we must be the cornerstone of future development in South Padre Island. Suggestion or Comment Response Plan Reviews Provided in a letter format including all department notes Conference call with ICC Technology upgrades September 4, 2017 – first iPad issued and integrated in to daily activities to identify necessary upgrades communication Inspection Reports have been sent via The first to our contractor list was sent on September 19, 2017. Accessibility Training Building Official attended the Texas Accessibility Academy on September 5, 2017

Suggestion or Comment Response Fire Alarm Systems Plans for the fire alarm system are to be included in the application packet. Fire Inspector has been notified on new construction and included in the plan review. Insulation and sealing inspections consolidated This is acceptable with appropriate documentation provided by the contractor Paint schemes approved without a variance Paint schemes are reviewed by our Development Director, Dr. Kim, to ensure compliance with the Form Based Code. Suggestions for compliance are made at that time. Hire one more inspector Options are being sought after, such as outsourcing for plan reviews.

Suggestion or Comment Response Form Board Survey and Elevation Survey conducted at the same time. The surveys will continue to be separate to prevent errors for the sake of convenience. Cable lines are not buried. Networking with local cable contractors to address this. Reconstruct dunes east of the Building Line. Integrate the Shoreline and Building Inspections Process Maps Shoreline Director to help expedite the Beach and Dune Process Once an application is submitted to the Shoreline Department, a copy of the plans is provided to Building Inspections to allow an early plan review.

Next meeting November 6, 2017 Discussion and response to the ideas and comments from previous meeting We are meeting on November 6, 2017 We will respond to suggestions and feedback from the first meeting This is nowhere near completion, it will go on and continue to grow.
