2 Requirements Determination Model (RDM)
The RDM schedules procurements and maintenance (rework) to sustain CAD/PAD inventories just-in-time to meet the maintainer’s needs Procure/rework annually Provide minimum assets for forward stock and squadron emergency needs Acquire emergency stock in arrears, whenever possible [USN/MC approach] Retain minimal “pipeline” stock to cover for late deliveries

3 Approach Forecasts CAD/PAD requirements considering
Available global inventory Funded production and maintenance due-ins Supports congressionally-authorized aircraft inventories Uses current installed asset data and technical data

4 Approach cont’d Simulates aircraft/equipment maintenance thru the budget period Employs predicted usage data for stores release CADs to meet the Warfighter’s needs Establishes annual requirements considering variable lead-times Lead-times range from months

9 Planning Process RDM calculations annually
January model run supports next fiscal year procurement Budget reviewed and finalized by mid-March Procurement Data Packages (PDPs) prepared by May Consolidated Purchase Requests (PRs) submitted May thru July Contract awards begin as early in buy year as possible

Inventory Installed assets Maintenance/deployment scheduling Just-in-time ordering Discrepancy reporting Non-DoD customers must establish and fund CAD/PAD purchases by 1 April Late orders execute stand-alone or a year later Limited USN/MC and USAF assets available for loan
