2 Next Generation Corridor Equipment Committee  Established by Section 305 of the Passenger Rail Investment and Improvement Act of 2008 (PRIIA)  The Committee’s charge: o “…to design, develop specifications for, and procure standardized next generation corridor equipment.” o PRIIA defined corridors as being 750 miles or less (not long distance equipment)  Equipment acquired with HSIPR funding must conform to the specifications developed by the NGEC.

3 Next Generation Corridor Equipment Committee Committee is authorized to:  Determine the number different types of equipment required  Establish a pool of equipment to be used on corridor routes funded by participating states  Subject to agreements between the States and Amtrak, use the services provided by Amtrak to design, maintain, and remanufacture equipment

4 Next Generation Corridor Equipment Committee Amtrak and the States Participating on the Committee may enter into Agreements for the:  Funding, procurement, remanufacture, ownership, and management of corridor equipment—including equipment currently owned or leased by Amtrak

5 Next Generation Corridor Equipment Committee Executive Committee Amtrak FRA States (11) Amtrak, FRA, host freight railroads, equipment manufacturers, states, other passenger railroad operators Technical Subcommittee Finance Subcommittee Structure and Finance Sub- Committee Administrative Task Force Joint Procurement Task Force Specification Review Panels

6 Next Generation Corridor Equipment Committee Determines need for specification Writes and approves Requirements document Technical Sub- Committee Executive Board Forms technical working groups Approves timelines Technical Working Groups (TWG) Functional groups (electrical, structural, etc.) create initial draft specification. 3-4 months Draft Public Comment Specs. Posted Industry comments to TWG Comments posted Technical Sub- Committee Face to Face Meeting to Discuss comments received Incorporate accepted comments Vote to accept specs. as revised Review Panel Executive BoardSpecifications Posted Reviews specifications to assure compliance with requirements document Recommends Executive Board Approval Approves Specification

7 Next Generation Corridor Equipment Committee Committee first met in January of 2010. Since then, developed specifications for:  Bi-Level cars (July 2010)  Single level cars (February 2011)  Single level trainsets (March 2011)  Diesel Electric Locomotives (July 2011)  Diesel Multiple Units (September 2012)  Dual-Mode Locomotives (under development)

8 Next Generation Corridor Equipment Committee The first procurements are underway:  Bi-Level Cars—130 Cars o Multi-state procurement led by California California—42 cars Mid-West led by Illinois with Missouri, Michigan, and Iowa o Request for Proposal Issued o Notice of Intent to Award to Sumitomo Corporation of America and Nippon Sharyo of America was issued in September, 2012 o Contract executed at end of November, 2012 o Bids came in 30 percent under Engineer’s Estimates o First cars scheduled for delivery mid-2015

9 Next Generation Corridor Equipment Committee The first procurements are underway: cont’d  Diesel Electric Locomotive—35 units o Multi-state procurement led by Illinois Mid-West led by Illinois with Missouri, Michigan, and Iowa 21 units Washington State—8 units California—6 units o Request for Proposal scheduled for release in Summer 2013 o Contract Award/Execution scheduled for early 2014
