General Supervision defines the responsibilities of the EC Division and of LEA EC services.
NCDPI has the responsibility to ensure that all children with disabilities receive FAPE. The comprehensive general supervision system:
1. Supports practices that improve educational results and functional outcomes for children and youth with disabilities;
Uses multiple methods to identify and correct noncompliance; and
Utilizes mechanisms to encourage and support improvement and enforce compliance.

So while General Supervision defines the responsibilities of the EC Division and of LEA EC services, the State Systemic Improvement Plan, or SSIP, focuses specifically on improvement in graduation rates for students with disabilities. To accomplish that goal, the EC Division has identified broad root causes to inform our focus statewide on Academics, Behavior, and the Continuum of Transitions. For each of these, it will be necessary to consider how we are addressing engagement of students, staff, families, and communities. This framework allows you to inform, explain and make connections between Academics, Behavior, Continuum of Transitions and Engagement to increase the success of every student. Engagement efforts should encourage students and families to be involved in the process from PreK through adulthood.

15. Completing the application – questions that appear to present as a challenge to answer.
Describe and provide examples of the child’s needs and/or behaviors that justify funds requested.
Describe the methods/strategies that have been implemented to meet the child’s needs and the results.

16. Group/Foster Home Funds
State PRC 032 and Federal PRC 060.
Application/ Roster due within 60 calendar days of enrollment
PowerSchool enrollment documentation must be attached (transfer record).
The Group/Foster Home must be licensed by the appropriate agency for 24 hour child care.
Withdrawals are to be submitted within 30 calendar days.

The allocation amount is the LEA’s per pupil allocation.
If the child’s needs exceed this amount, the LEA must determine which application is the most appropriate to meet the needs of the child:
SSR application may be submitted instead
PRC 029 (behavior support) may also be a consideration.

18. Group/Foster Home Funds, cont’d
In the event state funds are exhausted, the federal portion of the G/F Home allocation is disbursed. The home LEA will transfer local funds to the host LEA at that time.
The amount of local funds sent to the host LEA is based on the home LEA’s per pupil allocation.
How local funds are transferred is an LEA decision.
