UBOS’s Role in the NSS UBOS plays a dual role in the development and maintenance of the National Statistical System (NSS): It is the principal agency responsible for collecting, processing, analyzing and disseminating official statistics; It is also responsible for coordinating, monitoring and supervising the National Statistical System. 5 Administrative data: A key data source
Data records were the main source of data in the pre-independence period They were cheaper and covered mainly economic statistics including; trade, prices (CPI) labour and agriculture Social statistics covering education mainly through schools and health (through health records at facilities) Registration system established to register companies, births, deaths marriages and divorce also produced administrative data UNHS 2016/2017

6 Quality Assurance dimensions
We need to address the following dimensions: Institutional environment Relevance of the data Comparability and compatibility of data (coherence) Accuracy of the data Accessibility of data Interpretability Timeliness UNHS 2016/2017

7 Challenges with Administrative data
Data usually incomplete, inadequately processed and disseminated to a very limited extent Inadequate capacity to produce quality data (financial, human and ICT infrastructure) Limited coordination within and among data producing units Limited documentation of procedures and processes UNHS 2016/2017

8 Challenges with Administrative data
Within MDAs, there is limited or no internal mechanisms among data producing units to share information geared towards data quality improvement Dissemination of administrative data not regular UNHS 2016/2017

9 What opportunities exist
The increasing demand for more frequent data Sector Strategic Plans for Statistics Statistical Committees to handle subject specific sectors (e.g. Agriculture, Health ,Education, Employment, etc.) Annual reporting of government performance provides an opportunity to better organise admin data Support towards Statistics exists (from Govt and DPs) Technology to facilitate the production and dissemination of administrative data UNHS 2016/2017

The legal framework conducive with a possibility for a review Rules to guide survey implementation in the offing The Coordination Directorate at UBOS Regional Economic Communities (RECs) statistical requirements good for administrative data Creation of Statistical Audit committees: for self assessment and reflection UNHS 2016/2017
