3 THE STATISTICS ACT, 1998  Replaced the 1961 Act  Defines the NSS  Defines Statistical independence  Specifies the qualifications of the Bureau Head  Underpins the confidentiality of official statistics Establishes the Bureau and its governance structure

4 UBOS MANDATE Enshrined in the UBOS Act No 12 of June 1998 to:  develop and maintain a National Statistical System (NSS) so as to ensure collection, analysis and publication of integrated, relevant, reliable and timely statistical information;  coordinate, monitor and supervise the National Statistical System  UBOS is a Semi autonomous body of Govt

11 Status of the NSS in Uganda  Uganda’s NSS as a whole is still characterized by weak capacity and low level of institutional coordination  Now the PNSD – aims at strengthening, widening scope and increasing opportunities for development of the NSS

13 PLANNING COMMITTEE’S ROLE  Regularly review the Corporate Plan (CP)  Participate and advise on the budgeting process for all programs  Monitor progress of work programmes and budget performance on a quarterly basis.  Prioritize work programmes in line with available budgets

14 PLAN FOR NATIONAL STATISTICAL DEVELOPMENT (PNSD) – WHAT IT WILL DO provide a vision for the NSS (5-10 years) with set milestones present a comprehensive and unified framework for continual assessment of evolving user needs present priorities for statistics and build the capacity needed to meet these priorities in a more coordinated, synergistic and efficient manner.
