3 Background of the programme
The Investing in Culture (IIC) programme was adopted in 2005 It was previously known as poverty alleviation The IIC programme provides empowerment opportunities for unemployed people from the second economy through training & job creation in arts culture and heritage Its objectives are to support the previously disadvantaged group.

4 Personnel structure Overall staff complement is 16 comprised of:
Senior management (1XCD & 1XD) and administrative staff (3Xadmin & 2XDDs) based in Pretoria (DAC) 9 provincial coordinators are based at the provinces (DDs)

5 Interim Staff Complement
Current staff (4 ) is comprised of Acting CD 1XDD 1XAdmin 1XSec

6 Developments btwn. 2009/10 Moratorium placed on IIC around August 2009
Forensic investigation followed Recommendations of the investigation were executed

7 Project categories Initiated - total of 30 Free State - 03
Gauteng - 01 Eastern Cape - 08 KwaZulu Natal - 18

8 Project categories Cleared projects – (12 out of a sample of 100)
KwaZulu Natal – 02 Eastern Cape – 02 Free State – 04 Limpopo – 02 North West - 02

9 Project categories Questionable status and others
The rest from the sample (88) and the unsampled Location – across all the provinces

Phased in approach in conjunction with the provinces Initiated projects Cleared projects Questionable status and others

Involvement of the provinces to strengthen DAC teams for verification of the initiated projects Payments disbursed to initiated projects with active accounts Beneficiaries of inactive accounts requested to activate them

12 Further handling of projects
Cleared projects to be verified next Funds will be disbursed soon as verification visits are finalised Letters to be sent to questionable status projects and others to request them to submit relevant documents Funds to questionable status projects to be disbursed if the DAC is satisfied that required information has been submitted.
