2 Background  Critical factors impeding optimal functioning of SAPS: Senior & experienced personnel concentrated mainly at National, Provincial & Area level Specialized skills were concentrated mainly at Provincial & Area levels Ineffective allocation and utilization of human & physical resources  Strategy improve Policing: Determine appropriate levels for execution of Policing functions Counter “silo-management” and promote integrated Policing Migrate skilled personnel & managers to Police Stations Hold Station Commissioners & Commanders accountable for desired operational results Align accountability frameworks, performance & rewards systems

3 Strengthening of Police Stations  Interim Placement Strategy: To immediately deploy mainly Area personnel to Police Stations To consider crime weights during the deployment of personnel to Police Stations (169 Contact Crime Police Stations) To consider the current performance of Police Stations - (Performance Chart) To increase a capacity for the tracking & tracing of wanted suspects Assess impact of redeployment i.t.o. the Performance Chart  Reorganization Strategy: Develop new structures for Station, Provincial & National level Consultation & approval of new structures Implementation of new structures: Align functions Granting of posts (funded posts) Align administrative systems Placement of personnel Align physical resources Continuous assessment (i.e. Performance Chart)

4 Interim Placement Strategy  Accountability: Migration to province (geographically placed : service stations): All Police Emergency Services (PES), 10111, Flying Squad, Accident Combating Unit, Dog Unit and Mounted Unit Crime Combating Unit members – capacity to police major events and crowd control Vehicle Identification and Safeguarding Sections Stock Theft Units  Accountability: Migration to Police Stations: Serious and Violent Crime Unit members Family Violence, Child Protection and Sexual Offences members Crime Combating Unit members Detective Service members at Area Office Crime Prevention members at Area Office Operational Support members at Area Office Administrative Capacity at identified stations were also strengthened
