3 Overarching Goal and Objectives
“The primary goal of the Airborne SIGINT Enterprise is to produce an architecture-based, capability-focused SIGINT investment strategy for the USAF” – Congressional Budget Justification Overall Objectives: Enable focused investments to rapidly close high priority collection gaps Develop the architecture to capture current platforms, sensors and capabilities and the future Air Force SIGINT system Make the architecture and related analysis easily accessible via the web 3

SOW combines “fit for purpose” architecture development with investment decision analysis Tasked by investment board (multiple orgs) Contract deliverables focus on analysis products that support business decision gates Task includes: Requirements capture, refinement and tracking on behalf of end users Tracking of projects in process and R&D potential Analytic services to all decision-making stakeholders Not a DoDAF-focused SOW 7

Information organized to answer questions: What do we have in the inventory? What can it do? How is it connected? What is path/format of data? Contains: Searchable database of systems & attributes Database of current worldwide mission environment SV-1, 2 Diagrams Not a formal DoDAF product set 8

Information organized to answer questions: What is the delta between the capability we have and what the COCOM is asking for? How would a proposed solution fit into the current and planned enterprise? (standards, interfaces) Contains COCOM requirements to be met Database of known signals by AOR AV-1; OV-1, 2, 3, 4, 5, 7; SV-1, 2, 4, 5, 7, 8, 9; TV-1 Projects in pipeline scheduled to deliver capability over FYDP, candidate research from labs 9
