3 School Plus Programme (2014)
Aim To create essential and conducive environment for children acquiring primary education while ensuring that all children attending school have essential pre-requisites for a meaningful and effective school day.

4 School Plus Programme (2014)
Objectives Understanding the out-of-school condition and associated constraints affecting school children in benefiting from education provided in the primary sector. Evaluating the health and psychological state of children and the social condition in which they live. Identifying support required to meet the deficiencies that hinder primary education of specific children. Setting up of a monitoring and evaluation strategy for support provided to primary school children, their families and involved human resources. Measuring the impacts of the strategy in an agreed time frame.

5 School Plus Programme (2014)
Methodology The principal approach involves the collection of detailed information on individual pupils to include bio data, health, home condition, psychological status, social and economic condition of parents and parental support. Identified parameters will be recorded at defined intervals and analysed to determine essential support to be provided to eligible school children and their parents. Ministries and Departments will network to ensure that identified supports are effectively provided as per needs. Continuous monitoring of indicators will enable to measure impact and effectiveness of support programmes put in place.

Expected Output and Outcomes A network of concerned Ministries and Agencies to provide support Identified needs and concurrent support to school and children Pupils ready for schools and schools ready for pupils Enhanced participation in school curriculum and activities Improved school attendance Better performance and achievement of pupils Readiness of primary school leavers for secondary education A better educated population with improved quality of life

Achievements A network of concerned Ministries and Agencies has been set up Extensive survey has been conducted in 4 ZEP schools Awareness and sensitization talks have been delivered in 4 ZEP schools Partners of the SPP Network have made interventions in 4 ZEP schools School attendance and performance have improved in selected schools Achievements have been documented and reported

9 Marshall Plan (to combat poverty) Budget 2016 - 2017
Achievements Government has published the Marshall Plan against poverty The Marshall Plan proposes to introduce the concept of Community School in 5 high poverty schools on a pilot basis The concept of community school includes the School Plus Programme to work with NGOs and CBOs This is a unique opportunity of mainstreaming and will start in January 2017 Community Schools
