Expanding and improving early childhood care and education, especially for the most vulnerable and disadvantaged children Indonesian capacity to promote PAUD is inadequate and receives minor priority ECCE best practice is still limited to urban areas or well off families Developing ECCE model Promoting “One-roof TK-SD” Extensifying cooperation with community organization in ECCE implementation (social groups, community institutions, religious groups, etc) Socializing the importance of ECCE, especially in rural areas

Ensuring that By 2015 all children, particularly girls, children in difficult circumstances, and those belong to ethnic minorities, have access to and complete free and compulsary primary education of good quality 1.Basic education quality is stil a significant issue that calls for program and implementation breakthrough 2. There is a great demand to change the mind set in understanding the essence of basic eduation and “advanced” education 3. Educational equivalency should find its new identity in a more process and content oriented education and not structurally driven one in order to achieve the desired competencies Providing government subsidy for school operational cost (BOS) to support complete undertaking a 9-year Compulsory Basic Education by 2008 Designing/finalizing Laws as bases to lounch inovations for improved quality of basic education and educational equivalency

3. Ensuring that learning needs all young people and adult are met through equitable access to appropriate learning and life skills programmes Formal and non-formal education curriculum reformation to nurture life skills as basic capabilities Bringing life skill education (PKH) to rural areas such as life skill course for rural areas and entrepreneurial course for rural areas Life skill education institutional capacity building to achieve national and international standard through standardization, accreditation, and certification Intesifying Life skill education for special target groups, such as Indonesia labour (TKI), housemaids, and others Undertake a joint operation with BSNP to develop curriculum that include life skill education content and method as Basic Learning Contents

4. Achieving 50% improvement in levels in adult literacy by 2015, especially for women, and equitable access to basic and continuing education for all adults Redefinition on the understanding of the concept and policy on literacy as the ability to read, write, and communicate by way of literacy education both for adult and for schools in order to enhance life-long learning capacity Intensifying literacy program by implementing PBAI to reduce illiteracy to 5% or even less by 2009 Integrating vocational skills into literacy through Functional Literacy Education Program (KF) Foster literacy policy and concept as an integral part of Basic Learning Skills to realize life-long learning capacity

7 GENDER EFA GOALS ISSUES ACTION PLAN
5. Eliminating gender disparity in primary and secondary education by 2005, and achieving gender equality by 2015, with the focus on ensuring girls’ full and equal access to and achievement in basic education of good quality The biggest problem in fostering gender equality is cultural concept of gender Optimizing Gender mainstreaming Program at management level (government and private), implementors (schools, UPT/PNF), and community for a better understanding and commitment to minimize gender disparity and injustice.

6. Improving all aspects of education quality and ensuring its excellence so that reasonable learning outcomes are achieved by all especially in literacy, numeracy, and life skills 8. Mainstreaming EFA into all policies, programs, planning, and implementation Providing Laws and regulations (among them, PP No. 19), and setting up quality management institution(BSNP, BAN), to enhance standardization, accreditation, and certification in order to ensure the quality Improving the quality of education personnel competencies, facilities/infrastructure, and teaching materials, to improve the quality of learning

TENTATIVE SCHEDULE OF EFA MDA REPORT COMPLETION Time frame Responsibilities of Secretariate Responsibilities of Each TWGs: November 2006 Consolidating the outcome of EFA MDA Workshop held in Bangkok to the EFA National Coordinator. Participation in meeting among coordinating Head of TWGs and Secretariat on the results of the Bangkok Workshop. December 2006 Organization of inter-agency meeting to review progress in developing the MDA Country Report referring to the new MDA report outline. During this meeting each TWGs will be presented their draft work plans for finalization. Participation in December 2006 meeting. Assess availability of data/ information. Collect available secondary data. Planning Small Scale Survey (SSS) according to prioritized needs.

Time frame Responsibilities of Secretariat Responsibilities of Each TWGs: January 2007 Provide necessary technical assistance to facilitate collection of data/information. Provide assistance in acquiring financial support for the conduct of the Small Scale Surveys as necessarily identified. Organization of meeting among the TWGs members to report progress. Participation in January 2007 meeting Conduct of Small Scale Survey. Data processing using DevInfo 5.0 and analysis, and write-up of the MDA report based on the Outline. February 2007 Checking of the draft MDA report. Organization of meeting among the TWGs members to report progress. During the meeting completion/ incompletion of the draft report will be reported to the TWGs for their revision by the third week of February 2007. Presentation of the draft MDA report in Bangkok. Data processing, analysis, and data reporting in each corresponding EFA goals, Completion of SSS in certain areas or goals. Participation in February 2007. Revision of the draft MDA report based on the checking of the report done by the Secretariat by the third week of February 2007.

Time frame Responsibilities of Secretariate Responsibilities of Each TWGs: March 2007 Organization of inter-ministerial and inter-agency meeting to present the first draft of Indonesia’s EFA MDA report. The meeting will also be attended by scholars and media representatives for their feedback. Compilation of the revisions needed to be made as suggested during the above meeting for reporting to the TWGs. Participation in March 2007 Meeting. Revision of the draft MDA report based on the compilation report. Revise the report by preparing data & information referring to the feedbacks from the meeting; and by editing the writing. April 2007 Distribute the 2nd draft of the EFA MDA report to limited major stakeholders. Organize intensive review activities for EFA MDA Report. Organize monthly progress review meeting. Participate in April 2007 meeting. Submit the 2nd draft of the MDA report to the Secretariat by the first week of April 2007.
