An opportunity for the NHS

2 The YHPSN is a secure computer network built on the Public Service Network model, with the potential to provide connectivity across all aspects of Public Service.

3 The YHPSN is a partnership of over 50 organisations including:
Local Authorities

4 Police

5 Transport

6 And Health

7 The YHPSN has been in operation for 5 years, and it’s estimated to have realised savings in excess of £ 25 million for the public sector in this region.

8 Take up in health has been low, why?
N3 has been our primary interconnecting Network Funding has been centralised for N3 PSN viewed as a local government network PSN has separate governance, and therefore another layer of administration.

The NHS in Yorkshire is facing a number of network challenges.

for the NHS? We have to transition from the N3 to the HSCN network

for the NHS? We have to transition from the N3 to the HSCN network. We need to build networks to support the new PACS contract for centralised storage and retrieval.

14 The YHPSN has the potential to be the answer to our challenges, without building multiple physical networks.

Unlike N3, the HSCN will not be a single provider network, any capable provider will be able to deliver a service. NHS Digital see local PSN’s as key strategic partners for delivering HSCN. The YHPSN has been selected by NHS Digital and has been working directly with the HSCN programme to be in a position to shortly demonstrate this new model.

The YHPSN will not only have the ability to deliver HSCN connectivity, it can create provide additional secure layers. Without the need for additional hardware, a PACS layer could be delivered to participating NHS trusts via YHPSN.

The YHPSN will not only have the ability to deliver HSCN connectivity, it will also provide a local “Health Layer” providing a secure private network for inter organisation communication. Social services can also participate in this local health layer.

The YHPSN will also provide “GovRoam” This is a single common SSID which can be advertised on participating organisations WiFi networks. Devices authenticate against their home network providing internet access from any participating organisation.

It builds on the same standards as Eduroam, providing the same functionality for government and Health as Eduroam does for higher education.

20 How do we fund YHPSN connectivity?
NHS Digital are not only committed to devolving HSCN provision, the funding will also be devolved to individual organisations to spend as they see fit. Connectivity to HSCN may be the initial driver, however this opens up access to all the potential of YHPSN, and far greater levels of network integration.

21 How do we purchase connectivity?
Connectivity can be purchased through the current framework, however discussions are also ongoing between YHPSN and Crown Commercial Services around developing a future solution with a longer term and better call-off arrangment. Crown Commercials see the YHPSN framework as a strategic way forward for the public sector, and other PSN’s, and therefore are meeting all the costs of development.
