5 REPORT ON 2016 NATIONAL SENIOR CERTIFICATE SUPPLEMENTARY EXAMINATIONS

6 INTRODUCTION The 2016 National Senior Certificate (NSC) Supplementary Examination commenced on Wednesday, 10 February 2016 and terminated on Thursday, 17 March 2016. The Supplementary Examinations were well managed across all PEDs. The DBE deployed monitors to monitor the conduct of the examinations across the nine PEDs In addition, Daily reports were received from PEDs on a daily basis throughout the Examination The DBE also conducted moderation of marking in selected subjects across all Provinces to ensure adherence to the marking guidelines

16 SUMMARY OF GAINS The total number of candidates that achieved the NSC has increased from to , an increase of   candidates. The total number of candidates that obtained the Higher Certificate has increased from to , an increase of 6 567 candidates. The number of candidates who obtained admission to Diploma studies has increased from 183 720 to , which is an additional 2 090 candidates. The number of candidates that obtained admission to Bachelor’s studies has increased from to , translating to more candidates compared to the November 2015 NSC examination results.

17 SECOND CHANCE PROGRAMME

18 AIM AND PROJECT SCOPE

19 AIM OF THE PROGRAMME To provide support to learners who have not been able to meet the requirements of the NSC thereby meeting the goals of the NDP and the sector by increasing learner retention

20 PROJECT SCOPE Three phases viz.
(i) Learners that qualify to write the supplementary (max 2 subjects) examinations (Examinations written in Feb/March) piloted in 2016. (ii) Progressed learners – out of school learners (pilot 2016) who will have multiple opportunities to complete the NSC, conditional to shelf life of the SBA. (Examinations written in May/June) (iii) Learners that failed to meet the NSC requirements which will be planned for in 2016 and rolled out in

Limited contact hours for face-to-face classes - 12 hours per paper cannot yield improved performance Review support to supplementary candidates DBE considering the merging of the Supplementary examination with the June Examination. Three examination opportunities reduced to two. Candidates that should have written the supplementary examination, now write the June examination Large number of incomplete combinations resulting from failures in one of the two subjects The trend shows that in most cases there has been an increase in performance in pilot districts. However a drop in performance for Mathematics, Mathematical Literacy and Business Studies nationally Increase support and contact time especially for Mathematics, Mathematical Literacy and Business Studies Limited capacity and availability of high performance teachers Provide Digital Online course with access to computers and DBE webpage Low morale of candidates resulted in erratic and or poor attendance Include motivational speakers etc. The success of the programme is highly dependent on Increased ownership and support of programme by PEDs (districts and schools) Ensure increased support and ownership of PEDs Public at large especially the targeted candidates have limited information regarding the programme Increase Advocacy and Communication

46 RECOMMENDATION It is recommended that the Portfolio Committee notes a report on 2016 NSC Supplementary Examinations and the Second Chance Matric Programme
