4 Nias Islands Stakeholder Meeting I (NISM I)

5 NISM I Summary Stakeholders agree to increase their flexibility in funding, and therefore to review their current programs in the light of the information presented. Stakeholders agree to adjust both their allocation of resources and their form of organisations to better suit the conditions in Nias. Stakeholders will look at the immediate concerns of the ongoing humanitarian effort needed, and strategies for managing this in such a way to promote speedy rehabilitation and reconstruction Stakeholders will look at the way in which they manage logistics in order to speed up the reconstruction, especially of housing Stakeholders will build recovery of the Nias economy into their overall program, creating programs that will not only re-establish livelihoods, but also initiate a period of economic development. Stakeholders will prioritise good governance, starting with governance of the reconstruction program itself, then leading to improved public service delivery, taking special consideration of Nias culture and the years of neglect of cultural institutions. Stakeholders will look at disaster risk reduction. They will pay more attention to quality of work, to the scope of our programs, and to building sustainable good governance. Stakeholders agree to respond on or before 17 January when the second Nias Islands Stakeholder Meeting in Gunung Sitoli will be held.

7 NISM II Objectives NISM I focused more at the policy and commitment level. The meeting needs to be followed up by an operational meeting. NISM II has therefore three objectives: Operasionalisation of stakeholder’s commitment built in 2005 (or in NISM 1) for Nias recovery Development of integrated operational strategy and plans of the 2006 Nias recovery Mapping of these action plans into subdistrict units in forms of activity units These objectives must be achieved through the active engagement of all local stakeholders, starting from the community, local government and local business community

8 Output Expected NISM II is expected to produce 5 documents on the Strategy and Action Plan of the 2006 Nias Recovery: Humanitarian and rehabilitation Housing reconstruction, logistics and communication Good governance Economic development Rehabilitation and Reconstruction Management

9 Lessons from 2005 Organisations did their own assesment and planning using various sources of baseline data Poor coordination: policy, planning, and implementation Lack of standard Recovery information is unfairly distributed among stakeholders Poor logistical support hampers the recovery process BRR’s Project management structure has not been effective to support the acceleration of the recovery process Involvement of local government is still not enough Construction industry is not effective to support the recovery process

During 2005 many organisations carried out damage assessment, each came out with different output In November 2005, BRR Nias (as part of BRR NAD-Nias database strategy) decided to carry out damage/needs assesment using bupati, camat and village heads as enumerator coordinator. This effort aims to actively involve district government in the reconstruction planning and implementation, but also strengthen the capacity of local government in the development process. The kecamatan data is part of BRR’s strategy in 2006 to put kecamatan as a basis for reconstruction (Kecamatan Reconstruction Plan) Kecamatan Development Program (KDP) Plus program will be established to support this effort
