3. Background – 2014 IRWMP  Technical Advisory Committee  June 23, 2014: TAC Committee adopted the 2014 Mojave Region Integrated Regional Water Management Plan.  Board of Directors  June 26, 2014: MWA Board adopted the 2014 Mojave Region Integrated Regional Water Management Plan.

Background – E&O  October 14, 2014:  Previously planned water supply and recharge projects: 1994 Regional Water Management Plan 2004 Regional Water Management Plan 2005 Long Term Water Management Study 2006 Final EIR for the Water Supply Reliability and Groundwater Replenishment Project 2008 Future Water Supply Report 2010 Urban Water Management Plan 2014 Integrated Regional Water Management Plan

5. Background – PRT  March 4, 2014 and July 23, 2015:  Need for off-river recharge capabilities.  July 13, 2015:  Request for Proposals for Off-River Recharge Geotechnical Investigations and Pilot Testing.

Purpose  Meet MWA’s long-term vision of the future  Add to portfolio of recharge capabilities  Optimize supply to demand  Projected growth  Increasingly variable SWP supply “Higher highs and lower lows” Off River recharge  Put together a geotechnical team  Establish scientific foundation to evaluate and execute future projects documented in MWA Planning Documents  Testing services planned to be provided for 3-5 years.

11. Recommended Team Qualifications  Todd Groundwater:  Extensive experience in aquifer recharge and recovery projects throughout California, including conjunctive use and water banking, well siting, design, drilling and testing. Todd Groundwater staff includes certified hydrogeologists and engineering geologists.  Richard C. Slade & Associates:  Extensive experience in monitoring well design, drilling, and well construction management.  Ninyo & Moore:  Geotechnical and environmental consulting services with five (5) fully-equipped, certified geotechnical laboratory facilities supervised by registered engineers. Services include scientific surface geophysical surveying and various subsurface exploration techniques.

13. Recommendation Staff requests that the Committee recommend to the Board to enter into a professional services agreement with Todd Groundwater (with sub- consultants Richard C. Slade & Associates and Ninyo & Moore) for Off-River Recharge Geotechnical Investigations and Pilot Testing for a total authorization not to exceed $500,000. Specific authorizations for work will occur in phases and will be brought to the Board for approval.
