As the City's primary capital construction project manager, we build many of the civic facilities and roadways New Yorkers use every day.
Eastside Coastal Resiliency Initiative
DDC provides communities with new or renovated firehouses, libraries, police precincts, courthouses, and senior centers.
We also update city infrastructure, such as retaining walls, roadways, sewers, water mains, plazas and more.

7. Spotlight: Request For Qualifications (RFQ)
DDC procurement consists of Competitive Sealed Bids, Requests for Proposals and Requests for Qualifications.
Our Requests for Qualifications process has three steps:
Step One: Vendors complete an application for addition to a specific Pre-Qualification List or “PQL.”
Step Two: If added to the PQL, vendors are then eligible to compete with others on the list for opportunities.
Step Three: Once an RFQ is issued, only those who are included on that particular PQL can compete amongst one another.

9. Tips for Applying for a PQL9
Tips for Applying for a PQL
Only those contractors who are pre-qualified for a particular PQL -- and included on that PQL as of the bid solicitation date -- will be permitted to bid on a project.
PQLs are currently open with no pending end date. Applications are available at and you may submit them to DDC at any time.
You must submit a separate RFQ application for each PQL for which you are seeking pre-qualification.
