Overview of CIB budget Process Office of Financial Services will send out a call for projects - October (completed – Oct 14 th ) Three Task Forces are created consisting of CIB members and people from the community Community Facilities (CF) Streets and Utilities (SU) Residential and Economic Development (RED) Departments and Community Organizations create presentations for projects – November - February Task Forces evaluate projects with input from departments, district councils, and use of a task force scoring sheet – March - April 5

Task Forces rank projects in priority order - April Prioritized lists are submitted to CIB Committee – May - June CIB Committee combines rankings, re-ranks if necessary, submits final recommendation to Mayor Mayor’s Office makes changes if necessary - August Submits to City Council for Adoption City Council Reviews and adopts budget - December 6

7. Submission and Evaluation Criteria When submitting and evaluating projects, the following criteria will be used: 1) Project Importance 2) Safety Concerns (CU/SU) / Residential and Eco. Benefit (RED) 3) Demonstrated Commitment Outside project money, progress made on project, collaboration with different groups, etc. 4) Community Benefit 5) Long-Range Impact Projects need to submit a budget but it will not be used for this part of the evaluation process Community Organizations must work with respective city departments to ensure budget is accurate 7

Presentation Information Each proposer will be given opportunity to present information to a task force about their project Presentations are limited to 10 minutes Up to proposer’s discretion to decide how to present project Computer and projector will be available Handouts Pictures, videos, maps Letters of support All handouts and presentations will be posted online after meeting by Budget Staff 8

Task Force Information Three Task Forces Residential and Economic Development (RED) Streets and Utilities (SU) Community Facilities (CF) Task Forces meet once a week for roughly six weeks at City Hall Bus Tour after presentations Travel to every project site presented Discussion and ranking of projects Score and prioritize based on various criteria Submittal of rankings to CIB Committee 9

10. Community Facilities (CF) The Community Facilities category encompasses a wide range of projects, focusing on buildings and parks facilities. Examples of past projects include play area replacements and upgrades, Highland and Sun Ray Library renovations, Palace Recreation Center Renovations, and improvements to Fire Station 19. 10

11. Streets and Utilities (SU) The Streets and Utilities category covers projects often associated with Public Works, including improvements to streets, bridges, sewers, lighting, and stairways. Examples of past projects include the Ford Parkway reconstruction, Morton Street stair reconstruction, Raymond Avenue traffic calming, and the Kellogg/3 rd street bridge rehabilitation. 11

12. Residential and Economic Development (RED) The Residential and Economic Development category includes projects related to housing and economic development in the city, often proposed by Community Development Corporations (CDCs) or the City’s Department of Planning and Economic Development. Examples of past projects include NENDC’s Economic Development fund, the Homeowner Rehabilitation Fund, and vacant and hazardous building demolition. Most RED projects are funded with federal Community Development Block Grants (CDBG). 12
