1 A Step by Step Tutorial This PowerPoint presentation is intended to show eDMR users how to login and use the eDMR system.

2 Go DEP’s GreenPort website, https://www. depgreenport. state. pa. us
Go DEP’s GreenPort website, Click on the “Click here to self-register” button. Returning users that already have a Greenport username and password and have been associated with at least one facility within the eDMR system, can simply enter their username and password and click on the “Log into DEPGreenPort” button.

3 Enter your first and last name and click on the Continue Account Creation button.
Enter all required information and click on the Create Account button.

4 You will be taken back to the DEPGreenPort login screen; this time enter your GreenPort username and password and click on the “Log into DEPGreenPort” button. You will then be logged in and directed to the DEPGreenPort Applications screen (see above). Click on Enroll.

5 Click on the eDMR button.

6 In order to Enroll in the eDMR application you must first provide the Permit Number for the facility you wish for your account to be associated to. Once your request is reviewed and approved an will be sent to your account and you will then be able to access the eDMR application. If your request is rejected you will also receive an indicating the request was rejected. If you were previously a user of the E2 application you can enter your E2 username and password instead of requesting access to a specific Permit #. In this case your existing IDs will be retrieved from the E2 application and requests for access to those IDs will be submitted on your behalf. Click on the appropriate Submit button.

7 OR You will be returned to the GreenPort Applications screen and will see a message that indicates which facilities are now associated to your accounts or that your request for access is being processed. You will then be able to click on the “eDMR” button to enter the eDMR website.

8 1. 2. Begin by clicking in the Facility Name field.
Then, select the facility you’re interested in from the drop-down menu.

9 You will then be taken to a page that summarizes the reports you have available and any important system announcements. To begin reporting data, click on “Create or Edit Report” from the menu or click on the hyperlink for the number of report(s) that are available and have not been submitted.

10 You will then be taken to a screen where you can search for the report you’d like to work on, or just click on the Start/Edit icon of the available report shown in the list.

11 From the Report Summary screen, you can select the outfall you’d like to work on, the stage code you’d like to work on, and also the individual parameters you’d like to work on.

12 1. 2. Outfalls are referred to as Sampling Points. To select a different outfall, click on the drop-down menu.

Then select the stage for which you’d like to enter data.

14 If there was no discharge for the entire monitoring period for that outfall and stage, click on the No Discharge box. Once you check the No Discharge box, you will be asked to verify the check mark. Click Yes if you are sure you want to indicate that there was no discharge – by selecting the box you are asserting there was no discharge on any day during the reporting period.

15 If you realize you’ve checked the No Discharge Box by mistake, simply uncheck it.
If you check the No Discharge box and confirm it, the parameters will be marked as completed and you will not be able to enter data or NODI codes for them. Clicking the No Discharge Box only applies to that outfall and stage. You will still have to enter data or check the box for all other outfalls and stages of that report. If you’ve check the No Discharge box by mistake, simply uncheck it. You will again be asked to confirm your decision. Click Yes and you will once again be able to enter data or NODI codes for the parameters.

16 To begin entering data for an outfall and stage, simply click in one of the required data fields and begin typing. The parameter you are entering data for will be highlighted in the scroll on the left and listed at the top of the entry form. You will need to enter all required data fields. These are the ones that have the “Permitted Data” listed below them. In this example, the required fields are for the Average Monthly and Daily Maximum Quantity or Loading fields. These fields have the Permitted Data listed as “Monitor & Report.” You will also need to select the Sample Type used and the Frequency of Analysis that you followed. The Sample Type and Frequency of Analysis required by your permit are included as Permitted Data. Less than and greater than signs can be added to qualify data by clicking on the drop-down menu and selecting the appropriate qualifier.

17 1. 2. If you need to use a NODI Code because sampling data is not available for a parameter. Click on the “N” box next to the sample field. A pop-up will appear and once you click your cursor into the NODI Code field, you will be able to select which NODI Code should apply. 3.

18 4. 5. 6. The NODI Code itself will populate the NODI Code field.
Click on OK to see the NODI Code entered into the selected data field. You will then return to the Summary Report screen and will be able to see the NODI code that you have entered. Note that you will have to select a NODI Code or enter data for each data entry field of the parameter. If all of the data fields have NODI Codes, select “Not Reported” as the Sample Type and Frequency of Analysis. 6.

19 Once you have entered all required information, click on the Save button. You should see a message that says “Successfully Saved” and the box next to the parameter name on the scroll should be checked. To enter data for the next parameter, click on the parameter name on the scroll on the left side of the screen.

20 If you wish to report data for a parameter that is not listed on your eDMR, click the “Add Parameter” button.

21 The Add Parameter window will pop up.
Select the parameter name from the drop-down menu. Then chose the data field that you have to report (Quantity or Loading fields one or two, Concentration fields one, two, or three) by selecting the Statistical Base Code from the drop-down menu for the appropriate field or fields. Enter the value by typing it in the appropriate field. A list of possible NODI codes will be displayed and you may select one from the list if you have no data to report for this particular parameter. Use the drop-down menus to select the Units, Sample Type, and Frequency of Analysis. Add any comments into the Reported Comments field and click the Save Changes button. The parameter will then be listed on the left side of the screen under the rest of your permitted parameters.

22 If you would need to delete the added parameter, simply click on the Trash Can icon.
You’ll be asked to verify the deletion. If you really do want to delete the added parameter, click the Delete button. The added parameter will no longer be part of the eDMR.

23 If at any point you would like to preview the data you’ve entered so far, click on the Preview button.

24 A new tab should open up, and the data you’ve entered so far should be displayed. Simply close the tab when you’ve finished viewing the report.

25 When you’re entered all required DMR Summary data, click the Continue button.

26 If the report is incomplete, a pop-up containing all the additional required information will be displayed. Click the Close button and revisit those outfalls and stages to enter what you’ve missed.

27 If all the required data has been entered for all the outfalls and stages of the report, the Continue button will take you to the Upload Attachment page. To select a file for attaching, click on the Browse button.

28 This will open a selection window on your computer that you can use to locate the file you’d like to attach. Click on the desired file to highlight it and populate the File Name field. Then click the Open button.

29 The FileBase field will automatically populate based on where the attachment was selected from.
Click in the File Name field to give your attachment a descriptive name. It is recommended that the Daily Effluent Monitoring spreadsheet file name be entered in this format – “Daily_MM _YYYY” (e.g., “Daily _May_2015”). It is recommended that any other supplemental attachments be entered using the name of the supplemental followed by the month and year (e.g., “Lab _Report _May_2015”). Select the type of attachment from the drop-down menu.

30 Enter any comments in the Comments field
Enter any comments in the Comments field. Then, click the Upload Attachment button.

31 When your file has been successfully attached, it will be listed in the lower portion of the page. You can View or Delete the attachment by clicking on the View or Delete icons. To add another attachment, just repeat the process. Once you’ve attached all the required forms, click on the Continue button.

32 On the next screen, you will be able to enter any comments that pertain to the reporting period as a whole, the operator’s name, certification number, and phone number. The information on this screen is optional. When you are done, click on the Continue button.

33 If you have no effluent limit violations for the reporting period, the next screen will look like this. This is the Non-Compliance Report screen. Here you are able to report other non-compliances by clicking on the Add New button for each type of non-compliance. For example, to report an Unauthorized Discharge, click on the Add New button.

35 The non-compliance you added will now be listed on the Non-Compliance screen.

36 To report a non-compliance that is not an effluent limit violation or an unauthorized discharge, click on the Add New button for Other Permit Violations. The pop-up window will allow you to select the type of non-compliance from the drop-down menu and to add will then populate the Explanation field. Use the Comments field to include the details of the reported Non-Compliance.

37 Different types of Non-Compliance require different information to be included. When you’ve finished reporting the non-compliance, click the Save button to return to the Non-Compliance screen.

38 The non-compliance you added will now be listed on the Non-Compliance screen.

39 If there are non-compliances that are associated with the data you’ve reported on your eDMR, they will be displayed on this screen automatically. For Violations of Permit Effluent Limits, clicking on the Edit icon will open a pop-up window where you can include additional information about the non-compliance.

40 Add the details and then click the save button to return to the Non-Compliance screen.

41 If there are changes you’d like to make to your report, click on the Edit Summary DMR button.

42 From the pop-up window you can select the portion of the eDMR that you would like to make changes to. Check the appropriate box and click the Edit button.

43 If you are ready to submit your eDMR, click on the Submit Report button.

44 Example of e-mail confirmation:
A window with the certification statement will pop-up. Check the box to acknowledge the statement, then click submit. An confirmation of your submission will be sent to you momentarily. Example of confirmation:

45 To revise a previously submitted report, click on the View/Revise Submitted link on the eDMR home screen. You can search for the report you’d like to revise using the search function or simply click on the Revise icon of the report in the displayed list you’d like to revise.

46 The Revise Report pop-up window will appear.
Select a reason for revision from the drop-down menu. You can then enter comments into the Revision Comments field. Then check the box or boxes for which elements of the report you need to revise. Then click the Create button. You will then be able to revise the previously submitted data and or attachments and non-compliance information. Proceed through the reporting process and submit the revision just as you submitted the original report.

47 Should you ever find that you cannot submit a report electronically, please refer to the Contingency Plan for eDMR Reporting document available on the eDMR Home screen. This document covers various situations that may arise, who to contact when they do, and what further actions you will need to take. Contact information for Central Office and Regional Offices is listed. Be sure to log into eDMR well before the due date to ensure that expected reports are available and accurate. If a report cannot be submitted on time electronically, contact DEP’s Central Office at and your regional DEP Operation Section on or before the report due date.

48 To download any DEP approved supplemental form, click on the link provided on the eDMR login page.

49 To download and save to your computer, click on the version of the document you want.
In the case shown above, click on the Excel version of the Daily Effluent Monitoring Form. When the pop-up window opens on your computer, click Open.

50 The file will Open and you can now save it to your computer.
