Vendor accidents or equipment damage or mechanical breakdown Need to determine if equipment needs to be pulled from DPL May support to expedite replacement equipment needs Performance Ratings Are monitored during and after incident assignments The use of ICPI’s has helped the completion and forwarding of vendor performance ratings

7 Region 5 Performance Evaluation Review Process
At the end of each fire season, completed evaluations are collected, sorted by fire incident and reviewed. Over 300 performance evaluations were reviewed this past November 2016. If needed evaluators are contacted for confirmation of the rating given and ensure rating guidelines are understood and were practiced The vendor may be contacted in regards to less than satisfactory rating in order to capture their side of the evaluation Performance reviews are made available to the Contracting Officers to discuss any pending action needed and for future agreements

8 D.20 PERFORMANCE EVALUATIONS
Performance evaluations will be performed at the incident using the form in the respective agreement. The evaluation will be completed at the incident by the government representative supervising the work. This form is the preferred performance evaluation to be accepted by the Contracting Officer. Most important, the agreement number and the evaluator’s signature needs be legible and printed on the form. R5 is committed to a continuous education process which ensures that Government Representatives understand the values of evaluations and that the ratings guidelines are followed. 10 Incident Contract Project Inspector(ICPI)
The Incident Contract Project Inspector (ICPI) position has been developed to assist incident management personnel in the use of the contract/agreement resources ICPI is supervised by the Procurement Unit Leader (PROC) or Finance Section Chief (FSC) or Contracting Officer’s Representative (COR) ICPI Duties 1. Safely perform on-the-ground contract compliance inspections on contracted fire equipment and contracted personnel. 2. Coordinate closely with agency/incident personnel and vendors. 3. Ensure inspection and other related documentation is accurately completed.

11 ICPI Update Continued ICPI course scheduled in Region 5, April 2017 Finance Academy, course items of emphasis include: An ICPI is assigned to work with vendors in being successful with the terms of the agreement Inspections should always be thorough and professional Inspections should not interrupt operations ICPI’s are there to help with possible questions a vendor may have or to elevate any concerns

12 Recognized Vendor Training
Water Handling EXHIBIT O – QUALIFICATIONS Contractor Training Requirement CONTRACTOR will ensure that all training received by employees meets the course content and instructor standards listed in PMS 907 (Course Coordinator Guide) and PMS (Field Managers’ Course Guide). Instructors used by Contractors for fire training must be recognized through a Geographic Area Coordinating Group Memorandum of Understanding or other formal agency agreement. As per the water handling provision dated 2016, the following was entered into the database for both the Geographic Coordinating Centers in Region 5.
