Comments “Safety is my first concern and aesthetics is second. At the Ferry Street intersection traffic comes down the hill very fast. Traffic calming and perhaps a stop sign at Court Street may be needed. Also, there is limited space for people entering and exiting parked cars.” A traffic study has been completed. Stop sign are not warranted. Also, streetscape improvements provide visual cues which slow drivers. We will be studying such improvements along with traffic calming techniques. A left turn at Court has been added to the plans for safety reasons.

Comments cont. “I believe the most important design elements are pavers and trees. The existing downtown pavers look outdated. It may be okay to deviate and do something more environmentally friendly. Also, the Chitalpa is a good street tree. It’s clean and doesn’t block visibility of businesses. There may be a conflict with awnings and street trees.” “Portions of the sidewalk along Marina Vista, Ferry, and Estudillo are currently paved with the downtown pavers. We don’t want a hodgepodge of paving types.” Staff is recommending uniform pavers downtown although our Landscape consultant David Gates recommended otherwise. The updated plans will reconcile awning conflicts.

Comments cont. “Large trucks make right turns from Marina Vista onto Ferry Street and periodically clip the corner. They have already clipped the fire hydrant.” With the shifting of the travel lane more room is available for large trucks to maneuver. We have verified truck turning radii with templates provided by AASHTO, and trucks can make the turning movement with the revised layout.

Issue “Please preserve the Eucalyptus grove at the top of the hill. It buffers the residential neighborhood from the view of the railroad tracks. Will the existing chain link fence be upgraded? Our first thought, budget permitting, would be to replace the fence with an ornamental iron fence with low planting at the base. Another option would be to grow a vine on the existing fence.” Only a couple eucalyptus trees will be removed. It is planned to replace the fence with an ornamental iron fence with a low planting at the base, budget permitting.

Comments cont. Please consider stamped or scored concrete for enhanced pedestrian crossings. Pavers and color concrete are destroyed by vehicular traffic. Main Street is an example. The structural section of the paver crosswalks will be designed to accommodate vehicular traffic. The City will need to evaluate the need to repair paver crosswalk throughout the downtown when doing street rehabilitation projects. Do we want decorative concrete paving in the crosswalks? I have seen successful interlocking pavers and concrete.

Current Status 35% complete plans were submitted to MTC on October 16th. 60% complete plans were submitted to MTC on November 14th. Plans have been submitted to PG&E Special environmental studies have been submitted to Caltrans.

Next Steps Final Comments are being incorporated into plans
Completed plans will be submitted to Caltrans by December 19th.
