What are the Sustainable Development Goals(SDGs)? Why is it important to talk about it in this workshop on transition to formality?

3 What is the New Urban Agenda?
‘SA will be expected to implement the outcome of Habitat III so it is important to take an active role in shaping it in consultation with, our stakeholders’ Outcome document of the third UN Conference on housing and sustainable urban development. Developed through a process of bottom-up consultation regionally and thematically. April 2015 preparatory conference in Nairobi Department of Human Settlements April 2016 thematic conference on Informal Settlements. July 2016 stakeholder consultation before prepcom.

4 NUA?... Recognises growing urbanization – half of the worlds population live in cities. More than 50% of the urban workforce in developing countries is informal. urban informal workers make important economic, social, and environmental contributions to their cities and countries.

6 URBANIZATION, CITIES & INFORMAL LIVELIHOODS
The world is already predominantly urban and is further urbanizing at a rapid pace. The global commitment to reduce poverty and inequality - to deliver on the Agenda 2030 objectives - will succeed or fail in the cities of the world. In order for them to succeed, cities must strengthen their economies, create jobs and also enhance existing livelihoods. But as they modernize and seek World Class status, cities around the world are destroying – not enhancing – existing livelihoods.

7 Inclusion of informal economy in the NUA.
Grounded in human rights(paragraph12) People-centered approach to urban development. ‘Batho Pele’ …harnessing local economies, taking note of the contribution of the informal economy while supporting a sustainable transition to the formal economy;(par.13d) Sustainable and inclusive urban economies, innovation; promoting full and productive employment and decent work for all, ensuring decent job creation and equal access for all to economic and productive resources and opportunities;(par. 14b) a new framework that that lays out how cities should be planned and managed to best promote sustainable urbanization

8 What are the SDGs? On 1 January 2016, the 17 Sustainable Development Goals (SDGs) of the 2030 Agenda for Sustainable Development — adopted by world leaders in September at an historic UN Summit — officially came into force.  Over the next fifteen years, with these new Goals that universally apply to all, countries will mobilize efforts to end all forms of poverty, fight inequalities and tackle climate change, while ensuring that no one is left behind. The SDGs are broader and more ambitious than the MDGs. They go beyond social development and include all three dimensions of sustainable development – social, economic and environmental; poverty, unemployment and inequality One area where there is no, or very little, convergence between the NDP and the SDGs is that of gender equality and women empowerment (SDG 5).

10 Goal #5: Achieve gender equality and empower all women and girls
Increase earnings for women workers in the informal economy. Reduce the disadvantages of women workers in the informal economy. Supporting market head porters (kayayei) in accessing health insurance (Accra, Ghana)

11 Goal #8: Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all Address informal workers’ challenges in pursuing their livelihoods Inclusive transition from informal to formal economy. Supporting street vendors in city- level negotiations to formally recognize street trade (Monrovia, Liberia)

12 Goal #11: Make cities and human settlements inclusive, safe, resilient and sustainable
Recognize informal workers’ economic contributions to cities Integrate their livelihood activities into city plans and policies Extend access to public land, public infrastructure, services Advocate for national and city government recognition and commitments to support informal livelihoods as part of urban development (Habitat III process)

Significant improvements in service delivery Good strategies to facilitate economic growth and social development Consistent quality leadership, administration and management Poor and tense interdepartmental and intergovernmental linkage / coordination (IGR) Limited spatial, social and economic transformation Quality vs. quantity Social distance between the governors and the governed

A five-year perspective on the performance and conditions of the largest cities, with a focus on the member cities of the SA Cities Network. Over time the report has evolved into: A barometer, compiling evidence about the progress made by South African cities in relation to key development roles, targets and outcomes An analytical tool, reviewing the strategic problems and opportunities facing cities. An agenda-setter, communicating essential messages about the planning, development and management of cities The South African Cities Network (SACN) is an established network of South African cities and partners that encourages the exchange of information, experience and best practices on urban development and city management. 18 Common needs of urban informal workers from local government
Policy Environment: New or expanded legal frameworks to protect their rights and entitlements as workers including the right to work in regulated public spaces, commercial rights and land-use or tenure rights Supportive economic policy environment. Addressing current biases , designing and implementing targeted policies. Urban housing projects should be designed bearing in mind that these spaces are used both to live and to work.

19 Common needs of urban informal workers from local government(2)
Social Protection and Safety at Work: Adequate accessible and affordable health care services. Provision of child -care centers as a priority, given the over-representation of women in the informal economy. Adequate regulations and access to appropriate infrastructure to ensure informal workers’ health and safety.

Collective Bargaining and Representation: Spaces for negotiation/dialogue and tripartite forums at city level. Through democratic workers' representation. Appropriate bargaining forums at the city level must be created, enshrined in the law and adequately resourced to function effectively.

Labour Rights National and local government should do away with policies and practices that create further informalisation. City policies to ensure that youth can be fully integrated into labour markets with protection against becoming another vulnerable sector of the labour force.
