3 Introduction Radiation Protection Board – Regulatory Body
There six regional offices mandated with executing RPBs mandate Established under the Radiation Protection Act, Cap 243-Laws of Kenya Section 7 of the Act mandates RPB to establish an inventory and maintain various of inventories related to radiation facilities and activities The objective of the study was to develop licensing procedures of nuclear power plants for Kenya. The six advanced countries were chosen because of : leading in nuclear technology, NPPs construction and operating experience, participation in international nuclear regulations benchmarking together with IAEA and NEA. Nuclear power plants are licensed because for a number of reasons such as: nuclear safety of installations, construction and operation; radiation protection of public, workers, and the natural environment; to provide clear understanding to the consumers, competitors, and the government, international pressure and monitoring from international organizations; consumer protection and government revenue generation; to generate the provisions of an essential public service; expansion of networks and services and universal service objectives, ensures viability and benefits of competitive entry; and the allocation of scarce resources. The choice of a licensing process depends on the following factors: Structure and competitiveness The number and type of licensed operations The revenue objectives of policy makers The efficiency of supply of services to the public The construction timescale Number of plant units Plant design 2

4 Radiation Sources Inventory
The radiation source information is kept in both soft and hard copy files. For decades inventory has been excel based Each regional office is mandate with a duty of maintaining both types of data. Updates are sent to the headquarters quarterly. The objective of the study was to develop licensing procedures of nuclear power plants for Kenya. The six advanced countries were chosen because of : leading in nuclear technology, NPPs construction and operating experience, participation in international nuclear regulations benchmarking together with IAEA and NEA. 5 Process towards RAIS In 2009, national training course was held in Nairobi. In 2011, RAIS server and RAIS 3.2 was donated to Kenya An expert was later sent to train staff on customization and use. However, we faced challenges in fully adopting RAIS. The objective of the study was to develop licensing procedures of nuclear power plants for Kenya. Challenges of adoption: Lean human resource. Overcoming the Challenges of adoption: Sensitization of officers on advantages of using RAIS. A small team started a pilot project of migrating data of two regions to RAIS 3.3 Web Then officers learnt how easy one can query, get statistics, generate reports etc. Management appreciated how easy it ease to generate performance report using RAIS National workshop on inventory of radioactive sources The objective of the study was to develop licensing procedures of nuclear power plants for Kenya. Improvement of ICT infrastructure. 10 Conclusion Establishment of an Inventory can be challenging
Main challenge is updating/maintaining an inventory Anticipating the challenges and roadblocks will help in overcoming them before they become a major issue Communication and planning will assist in sensitization – everyone needs to get on board in the process.
