ICT sector Regulator The Regulator Communications Authority of Kenya (formerly CCK) was established in 1999 to regulate the ICT Sector. The Regulator’s mandate covers; Telecommunications, Postal & Courier, Broadcasting & Information Technology C.A’s Vision Access to and use of Information and Communication services by all in Kenya by 2018 C.A’s Mission Facilitate the transformation of lives through progressive regulation of the Information & Communication Technology sector TRANSFORMING POSTAL & COURIER SERVICES THROUGH REGULATION IN KENYA

Implement National Cybersecurity Policies, Laws & Regulations Cybersecurity Awareness & Capacity Building at the National Level Technical Co-ordination & Response to Cybersecurity Incidents Early Warning & Technical Advisories Development & Implementation of a National Public Key Infrastructure (NPKI) Research & Development (R&D) on Cybersecurity Establish Collaboration (National, Regional & International) on Cybersecurity

Current QoS indicators: Delivery timelines Frequency of delivery to P.O Box Proposed indicators: Claims/Complaints resolution timelines and procedures National & county population per private letter box National and Global Monitoring System(GMS) RFID being installed for regulatory purposes TRANSFORMING POSTAL & COURIER SERVICES THROUGH REGULATION IN KENYA

Consumer protection Enhanced consumer choice with over 224 postal/courier operators licensed to date Recourse to CA if consumer is dissatisfied with response to complaint filed with operator Operators maintain a complaints log/register inspected by the CA All Postal/Courier operators must have complaints resolution procedures and policy filed with the CA TRANSFORMING POSTAL & COURIER SERVICES THROUGH REGULATION IN KENYA
