3. Broadband as Essential Service
“Access to high-speed broadband is no longer a luxury; it is a necessity for American families, businesses, and consumers. Affordable, reliable access to high-speed broadband is critical to U.S. economic growth and competitiveness. High-speed broadband enables Americans to use the Internet in new ways, expands access to health services and education, increases the productivity of businesses, and drives innovation throughout the digital ecosystem.”
– President Barack Obama

4. A Challenging Work in Progress
Broadband infrastructure will always be a work in progress as technologies and applications change over time.
What constitutes broadband, e.g., transmission speeds of thousands of bits per second, millions of bits per second, or billions of bits per second will be a moving target.
The Internet has emerged as the global platform for communication, business, government, education, information storage and distribution, and entertainment.
Competitive high-speed access to the Internet and telecommunications networks is essential for Oregon’s institutions including schools, businesses and individual citizens.

5. Broadband as Meta-Infrastructure
Broadband telecommunications may be viewed as a meta-infrastructure, an infrastructure that adds to and enhances other infrastructure.
- Power grids
- Transportation systems
- Water and wastewater systems
- The emerging Internet of Things

6. Internet Growth
Global IP traffic has increased over 500% in the past five years
Annual worldwide IP traffic is forecast to triple between 2014 and 2019.
More than 1 billion additional people and 10 billion new devices will be connected to the Internet over the next five years.
The number of Internet users globally will rise 36.7 percent, from 3 billion in 2015 to 4.1 billion by 2020.

9. Public Policy
Broadband is gaining significant attention and traction at the federal, state, and local community levels in public awareness, elected officials’ awareness, and with organizations and individuals as end-users.

10. Public Policy – State Oregon Legislative Assembly
In 2015, the Oregon Legislative Assembly considered thirty-three broadband related bills, including proposals for state funding of infrastructure.
In 2017, the Oregon Legislative Assembly is considering eighteen broadband related bills, including state funding of infrastructure, and reducing barriers to investment and construction
