2 Lecturer Appointments are made in the following ranges:
A: those who lack a terminal degree B: same salary range as Assistant Professor C: same salary range as Associate Professor D: same salary range as Full Professor (Note: Lecturer salary ranges are now currently contractually mandated. Lecturer range L was eliminated in CBA) See Pages 10, 11, 17-20, 49 and 50 in the Lecturer Handbook 12

3 Salary Raises (Art. 31) General Salary increases (GSI’s)
- Have to be bargained; automatic on date bargained 1.6% increase, retroactive to 7/1/14 5% on 6/30/16 2% on 7/1/16 3.5% on 7/1/17 Service Salary Increases (SSI’s) -Have to be bargained; 2.65% increase automatic on anniversary date of initial hire, after teaching 24 semester units or 36 quarter units in a single dept. 3% Salary Recovery Adjustment (SRA) for all 3-year Lecturers, retroactive to 7/1/14 (acts like a giant SSI) 2.65% in on anniversary date of initial hire 15

4 SSI’s: moves one up the salary range
Generally awarded in term following accumulation of necessary units Paid on anniversary date of initial hire SSI’s are tied to a department! Along with entitlement, this is one of the reasons why it is advantageous to teach as many units as possible in a single department. Pages in the Lecturer Handbook 16

5 Lecturer improvements in 2014-2017 CBA
We eliminated the lowest Lecturer salary range (L) All Lecturer L’s moved to A w/minimum 5% raise All Lecturers w/ terminal degrees moved to B with minimum 5% raise Units above 15 will now be paid (i.e., 16th unit) All 3-year Lecturers eligible for 3% SRA raise All Lecturers now eligible for all RSCA awards (Research, Scholarly, Creative Activities) 7

6 Lecturer improvements in 2014-2018 CBA
We won the Fight for 5! After coming w/in 4 days of a 23-campus, 5-day strike in April 2016, we bargained a great settlement: 5% GSI on 6/30/16 2% GSI the next day: 7/1/ % compounded 3.5% GSI on 7/1/17 2.65% SSI in on anniversary date of initial hire 10.5% for all Additional 2.65% for those qualified for SSI 7

We extended the CBA to 6/30/18 We will now bargain salary increases BEFORE the CSU makes its budget request! We begin successor bargaining in August 2017 We won our fight to separate Lecturer range elevation from SSI max requirement for longterm Lecturers! F’17 implementation date for new policy. 7

9 Original Range Elevation still in effect: CBA 12.16 – 12.20
Range elevation represents a minimum 5% increase in salary and movement from one range to the next. To be eligible for a range elevation you must be at or above the SSI max for your current range, and have been in that range for at least 5 years. 10 New Lecturer Range Elevation Policy. What does this mean?
Thousands of lecturer faculty and temporary librarians who have worked for years without the ability to range elevate will be able to apply to move from one salary range to the next, and receive a salary increase of at least 5%, without the requirement that they reach an often unattainable Service Salary Increase (SSI) maximum. For some lecturer faculty and temporary librarians who have remained well below the SSI max of their current range for many years, the salary increase will be significantly more than 5%.

FOR THOSE LECTURERS AND TEMPORARY LIBRARIAN FACULTY UNIT EMPLOYEES WHO HAVE SERVED AT LEAST FIVE YEARS IN THE CURRENT RANGE AND MET THEIR SSI MAX SHALL BE CONSIDERED ELIGIBLE FOR RANGE ELEVATION REGARDLESS OF WHETHER THEY HAVE RECIVED PRIOR FACULTY MERIT INCREASE (FMIs). 15

13 MEMORANDUM OF UNDERSTANDING: AMENDMENTS TO THE RANGE ELEVATION PROCEDURE 2016
FOR THOSE LECTURERS AND TEMPORARY LIBRARIAN FACULTY UNIT EMPLOYEES WHO HAVE NOT EXHAUSTED SSI ELIGIBILITY BY THE BEGINNING OF THE 2017/18 ACADEMIC YEAR , THE FOLLOWING PROVISIONS APPLY:

14 DETERMINATION OF ELIGIBILITY
Full-time adjusted service (FTAS) shall be established as of the beginning of the 2017/18 academic year. For each academic or fiscal year, FTAS is defined as the average FTE over the academic or fiscal year, divided by 0.8 up to a maximum of 1.0 for the year. Range elevation shall be accompanied by a salary increase of a least 5% or whatever percentage increase is required to reach at least the minimum of the next range, whichever is greater.

15 DETERMINATION OF ELIGIBILITY continued
Lecturers and temporary librarian faculty unit employees with at least 6 years FTAS in the current range as of the start of the Fall 2017 term shall be eligible to apply for range elevation according to the following schedule: In 2017/18, individuals with 12 or more FTAS In 2018/19, individuals with 9 or more years FTAS In 2019/20, individuals with 6 or more years FTAS

16 EFFECTIVE DATE FOR INCREASES
Range elevation, as well as applicable salary increase, shall take effect at the beginning of the first appointment in the academic year following review.

17 What is Full-time Adjusted Service (FTAS) and how do I calculate it?
Full-time Adjusted Service (FTAS) for an academic year is defined as the average timebase over the academic year, divided by 0.8, up to a maximum of 1.0 for the year.  For example, if a lecturer faculty or temporary librarian’s average timebase over an academic year was 0.4, then their FTAS for that year would be 0.4/0.8 = 0.5.  If their average timebase was 0.8, then their FTAS for that academic year would be 0.8/0.8 = 1.0.  If their average timebase was 1.0 (i.e., full-time) then their FTAS for that year would be 1.0, the maximum allowed FTAS for a year (rather than 1.0/0.8 =1.25). CFA has created a Range Elevation Estimator that can help lecturer faculty and temporary librarians calculate their FTAS. The Range Elevation Estimator can be found online here. 18 Eligible lecturers must be notified at least 30 days prior to due date for materials (Art ) Criteria for range elevation shall be appropriate to lecturer work assignments (Art ) SLO arbitration win clarified: neither research nor terminal degree required for range elevation (if not part of assignment) Denials shall be subject to appeal before a 3-member faculty committee, whose decision is final (Art ) 18

Contact your Lecturer Rep. for guidance in putting together your range elevation dossier Be able to put your hands on all student evaluations and periodic evaluations Range elevation is not a promotion; it entails no change in status, rights, responsibilities, or job security; all it means is that you won’t end your academic career stuck at the SSI max of the salary range you were initially hired into! 19

Do not let anyone convince you that it is comparable to tenure & promotion! Range elevation is simply a salary increase of at least 5% Without a range elevation, a lecturer would never again receive an SSI, regardless of number of units taught. 20

21 Know your eligibility Don’t assume that the university has up to date data. Verify your eligibility. Review your contracts. (you can request copies from HR and/or your Dean’s office and/or Faculty Affairs) 21
