2 About ICLEI ICLEI – Local Governments for Sustainability acts as an association, a movement and agency of cities and local governments with a focus on sustainable development at the local level contributing to global sustainability > 1200 Members; 70 countries; > 500 million people Works through a set of 8 goals which inherently promote climate friendly / resilient practices and measure Response to climate change challenge: Mitigation, Adaptation & Advocacy

Harmonized Emissions Analysis Tool (HEAT) International Local Government GHG Emissions Analysis Protocol (IEAP) Energy & Carbon Emissions Profiles of 54 South Asian Cities Urban Climate Project State Action Plans on Climate Change & inputs to National Plans 1993: global network of LGs (>1000) aims at facilitating GHG reductions at local level GHG emission accounting tool tailored to the needs of LGs 17 yrs of CCP experience – follows GHG Protocol principles – peer reviewed Roadmap for SA cities - Action plans developed – being implemented in several cities Clean technologies for large scale infrastructure projects – creating links to National programs Learning being incorporated at sub-national level / Sustainable Habitat Mission (NAPCC) Regional & City: Sub-national & National

5 Adaptation Global: Resilient Cities: World Congress on Cities & Adaptation to Climate Change Mayors Adaptation Forum Global forum for learning, networking, debate and policy development among cities and their partners preparing for adaptation to CC Connect local leaders to the highest representatives of multilateral institutions dealing with adaptation Developed for different regions – North America, Oceania. Currently being developed for South Asia Partnering with climate science institutions and other agencies (Dialogues for sub-national & national linkages) Regional & City: Sub-national & National Guidebooks & Toolkits

6 Advocacy Global: ICLEI has observer status at UNFCCC (1995); IPCC (2009) Supported the founding of the World Mayors Council on CC Local Government Climate Roadmap Seeks to heighten governmental and international community appreciation for the effectiveness of local climate action In cooperation with its local government association partners between 2007 and 2009, was a response to the Bali Action Plan for national governments Dialogues & experience and knowledge sharing through regional, national and international conferences / workshops as well as projects Regional & City: Sub-national & National South-South & North-South engagement on climate change adaptation and mitigation

Global Cities Climate Covenant (Mexico City Pact) > 140 cities carbonn Cities Climate Registry (cCCR) is a global mechanism that encourages local governments to regularly and publicly report on GHG reduction commitments, emissions inventories and climate mitigation/adaptation actions. Helps: LGs: transparency and accountability of local climate actions and initiate a process for direct access to global climate funds; National governments and the global climate community : gain a better understanding of the achievements, performance and ambitions of local climate action and formulate appropriate global climate policies which also incorporate involvement of local governments Bonn Center for Local Climate Action & Reporting (carbonn) Political Commitment Reporting & Showcasing local action Technical Support

9 Potential Points of Discussion
Need for demystifying climate science for Urban Local Bodies and encourage CCA & CCM measures often despite lack of supporting data and uncertainties Awareness generation & capacity building at all levels of the city management value chain Effective and active participation of all stakeholders Identifying and sourcing finances and apt technologies Enabling connections between LGs to relevant and supporting sub- national and national policies, plans and programs as well as global institutions
