4 2. Procurement Process Grants will only be allocated following a competitive process to determine the best solution for NOMS. It will follow a similar process to more formal competitions and is designed to encourage maximum participation by the voluntary sector and potential partners. It is a fair, open and transparent process consistent with our wider public sector obligations. The application comprises the following documents: - The Instructions and Information document; - Descriptive Document; - The esourcing Supplier Guides; - The Online Application form (RFP Questions – evaluation questions); and - The MoJ model Grant Agreement.

5 3. Stages of the Grant Application Process
“Qualification Envelope” – First, suppliers to answer these questions satisfactorily in order to be eligible to receive a grant. These are basic and simple questions to assess whether suppliers meet the minimum requirement. “Technical Envelope” – Secondly, answer the technical and commercial evaluation questions, which are linked with the award criteria:

It is important that suppliers state clearly which of the 12 themes they are bidding for. All milestones, deliverables and costs must be stated clearly. Total funding available for 12 themes is £1.7 million to be paid in financial year 2016/17 not split by theme New minimum standards for government grants effective September 2016 includes requirement to compete requirements, comply with governance requirements and put in place comprehensive grant agreements

9 7. eSourcing portal The Ministry of Justice esourcing portal is a web-based application that enables and provides a simple, secure and efficient means of managing the sourcing process, through to evaluation and contract management over the internet. The portal helps both the Ministry of Justice and suppliers alike by: Providing an efficient, simple and auditable means for managing tendering and contract management activities Improving visibility of sourcing activities Increasing opportunities for suppliers to interact with the Ministry of Justice Working openly, collaboratively and ensuring fair and open competition A user guide is available to support you, and the eSourcing helpdesk will also be able to assist you with using the portal. All guidance documents published on Contract Finder and available through the e-sourcing portal.
